Local Service Unit HSE Manager – Dammam, Saudi Arabia

Hitachi Rail is seeking a dedicated and experienced Local Service Unit HSE Manager to join our dynamic team in Dammam, Saudi Arabia. In this pivotal role, you will be responsible for overseeing and implementing Health, Safety, and Environmental (HSE) policies and procedures within the Local Service Unit to ensure compliance with national and international standards. Your expertise will be instrumental in fostering a culture of safety, minimizing risks, and promoting sustainable practices across all operational activities.

Key Responsibilities

• HSE Policy Implementation: Develop, review, and enforce HSE policies, standards, and procedures in alignment with Hitachi Rail’s global guidelines and local regulatory requirements. Ensure all employees and contractors adhere to these protocols to maintain a safe working environment.
• Risk Assessment and Management: Conduct comprehensive risk assessments to identify potential hazards in the workplace. Implement proactive measures to mitigate risks, including the development of emergency response plans and safety protocols for high-risk activities.
• Compliance and Auditing: Monitor compliance with HSE regulations, industry best practices, and internal policies. Coordinate and participate in internal and external audits, inspections, and investigations to ensure adherence to safety standards and identify areas for improvement.
• Training and Awareness: Design and deliver HSE training programs to enhance employee awareness and competency in safety practices. Foster a culture of continuous learning by promoting safety initiatives and encouraging proactive participation from all team members.
• Incident Investigation and Reporting: Lead the investigation of HSE incidents, near-misses, and accidents. Analyze root causes, recommend corrective actions, and implement preventive measures to avoid recurrence. Maintain accurate records and report findings to senior management and relevant stakeholders.
• Stakeholder Engagement: Collaborate with internal departments, external contractors, and regulatory bodies to ensure seamless communication and alignment on HSE objectives. Act as a liaison for HSE-related matters, providing guidance and support to all levels of the organization.
• Sustainability Initiatives: Drive sustainability efforts by promoting eco-friendly practices, waste reduction, and energy efficiency within the Local Service Unit. Contribute to Hitachi Rail’s broader environmental goals by identifying opportunities for improvement and innovation.

Qualifications and Experience

To excel in this role, you should possess the following qualifications and experience:

• A bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field. A master’s degree or professional certifications (e.g., NEBOSH, IOSH, ISO 45001, ISO 14001) are highly desirable.
• Minimum of 7 years of progressive experience in HSE management, preferably within the rail, transportation, or heavy industry sectors.
• Proven track record in developing and implementing HSE management systems, conducting risk assessments, and ensuring regulatory compliance.
• Strong leadership and communication skills, with the ability to influence and engage stakeholders at all levels of the organization.
• Familiarity with local and international HSE regulations, including Saudi Labor Law, OSHA standards, and ISO frameworks.
• Proficiency in HSE software tools and data analysis to track performance metrics and drive continuous improvement.
• Bilingual proficiency in English and Arabic is advantageous but not mandatory.
