Position Overview

Key Responsibilities

• Proposal Development: Lead the preparation of comprehensive technical proposals, including scope of work, methodologies, project schedules, and resource allocation, in alignment with client requirements and industry best practices.
• Technical Documentation: Collaborate with cross-functional teams to gather and compile technical data, specifications, and drawings required for proposal submissions, ensuring accuracy and completeness.
• Compliance and Standards: Ensure all proposals adhere to relevant technical standards, regulatory requirements, and client specifications, minimizing risks and maximizing compliance.
• Cost Estimation and Budgeting: Work closely with cost estimators and project managers to develop accurate cost estimates, budgets, and financial projections for proposed projects.
• Client Engagement: Liaise with clients to clarify technical requirements, address inquiries, and present proposal details during pre-submission meetings or presentations.
• Innovation and Continuous Improvement: Research and incorporate the latest industry trends, technologies, and innovative solutions to enhance the competitiveness and quality of our proposals.
• Team Collaboration: Coordinate with internal stakeholders, including engineers, designers, and project managers, to ensure seamless integration of technical and commercial aspects in proposals.
• Quality Assurance: Review and validate technical content in proposals to ensure consistency, clarity, and adherence to company guidelines and client expectations.

Qualifications and Skills

• Education: Bachelor’s degree in Civil Engineering, Construction Management, or a related field. A master’s degree or professional certifications (e.g., PMP, CEng) are advantageous.
• Experience: Minimum of 5 years of relevant experience in tender preparation, technical proposal writing, or a similar role within the construction or infrastructure sector, preferably in a contracting or consulting environment.
• Technical Proficiency: Strong knowledge of construction methodologies, project management principles, and industry standards (e.g., ISO, ASTM, or local regulatory frameworks).
• Software Skills: Proficiency in proposal management software (e.g., MS Office Suite, Procore, or similar tools) and familiarity with CAD or BIM software is preferred.
• Analytical and Communication Skills: Exceptional analytical abilities to interpret complex technical data and outstanding written and verbal communication skills to articulate proposals effectively to diverse audiences.
• Attention to Detail: Meticulous approach to reviewing and refining technical documents to ensure accuracy, compliance, and professionalism.
• Language Proficiency: Fluency in English is essential; knowledge of Arabic is a plus.
