Senior Cost Manager – Hill International, Inc. (Dammam)

Key Responsibilities
The Senior Cost Manager will be responsible for leading cost control initiatives, developing accurate cost estimates, and providing actionable insights to senior leadership and project stakeholders. Your core duties will include:
- Cost Planning and Estimation: Develop comprehensive cost plans, budgets, and forecasts for complex projects, leveraging industry best practices and advanced cost modeling techniques to ensure precision and reliability.
- Budget Monitoring and Control: Track project expenditures in real-time, identify variances, and implement corrective actions to prevent cost overruns while aligning with project milestones and contractual obligations.
- Risk Management and Mitigation: Conduct thorough cost risk assessments, anticipate potential financial challenges, and propose proactive strategies to minimize exposure and safeguard project profitability.
- Financial Reporting and Analysis: Prepare detailed cost reports, variance analyses, and financial statements for internal and external stakeholders, ensuring transparency and adherence to regulatory and corporate standards.
- Stakeholder Collaboration: Work closely with project managers, engineers, procurement teams, and clients to align cost objectives with project goals, fostering a collaborative environment that drives efficiency and accountability.
- Compliance and Governance: Ensure all cost management activities comply with local and international regulations, contractual terms, and Hill International’s internal policies, maintaining meticulous documentation and audit trails.
- Process Improvement: Continuously evaluate and enhance cost management methodologies, tools, and systems to improve accuracy, efficiency, and scalability across projects.
Qualifications and Experience
To excel in this role, you will bring a robust background in cost management within the construction, infrastructure, or engineering sectors, along with the following qualifications:
- Education: Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, Finance, or a related field. A master’s degree or professional certification (e.g., CCP, RICS, or equivalent) is highly desirable.
- Experience: Minimum of 10 years of progressive experience in cost management, with at least 5 years in a senior or leadership role, preferably within large-scale infrastructure or construction projects in the Middle East or similar markets.
- Technical Proficiency: Advanced proficiency in cost management software (e.g., Primavera, CostX, or similar) and strong Excel skills, including financial modeling and data analysis.
- Industry Knowledge: Deep understanding of construction contracts, procurement processes, and cost control methodologies, with a keen awareness of regional regulatory and market dynamics.
- Leadership and Communication: Exceptional leadership abilities with a track record of mentoring teams, influencing stakeholders, and presenting complex financial information in a clear and compelling manner.
- Language Skills: Fluency in English is essential; proficiency in Arabic is a strong advantage.
