Position Overview

We are seeking a highly skilled and experienced Estimation Supervisor – Civil to join our dynamic team at the Head Office in Dammam. Reporting directly to the Estimation Department Manager, this pivotal role is responsible for leading and supervising our estimation team to deliver precise, competitive, and timely cost estimates for construction projects. The Estimation Supervisor will play a critical role in shaping our company’s success by ensuring that all bids align with client requirements, industry standards, and our strategic profitability objectives. This position demands a unique blend of technical proficiency, leadership acumen, and strategic thinking to mentor the team, optimize estimation processes, and drive excellence in project execution.

Key Responsibilities

  • Strategic Leadership and Process Optimization: Develop and implement robust estimation strategies, methodologies, and best practices to enhance efficiency, accuracy, and competitiveness in bid submissions. Lead the team in adopting innovative tools and techniques to streamline estimation workflows.
  • Bid Preparation and Validation: Oversee the meticulous preparation and submission of cost estimates for construction projects, ensuring compliance with client specifications and regulatory requirements. Review and validate bid proposals to confirm competitiveness while maintaining profitability margins.
  • Cross-Functional Collaboration: Work closely with project managers, engineers, and stakeholders to gain a comprehensive understanding of project scopes, technical specifications, and resource requirements. Facilitate seamless communication between estimation, procurement, and finance teams to align estimates with budgetary constraints and financial objectives.
  • Data-Driven Decision Making: Analyze historical project data, cost trends, and market conditions to inform future estimates and identify cost-saving opportunities. Leverage insights to enhance the accuracy and competitiveness of bids while mitigating financial risks.
  • Team Development and Performance Management: Monitor and evaluate the performance of the estimation team, providing targeted feedback, mentorship, and training to foster professional growth and operational excellence. Identify skill gaps and implement development initiatives to strengthen team capabilities.
  • Industry Engagement and Compliance: Stay abreast of evolving industry trends, regulatory changes, and cost factors that impact estimation accuracy. Ensure all bids adhere to local and international standards, including those set by prestigious clients such as NEOM, Diriyah, RCRC, Qiddiyah, Royal Commission, Ministry of Transport, and Ministry of Defense.

Qualifications and Experience

To excel in this role, candidates must meet the following criteria:

  • Education: Bachelor’s degree in Civil Engineering or a related field.
  • Professional Experience: Minimum of 12 years of hands-on experience in estimation, with at least 3 years in a leadership or managerial capacity within the construction industry. Prior experience must be in EPC or contracting companies, excluding consultancy roles.
  • Regional Expertise: Demonstrated experience working in the Kingdom of Saudi Arabia (KSA), with a deep understanding of local market dynamics and regulatory frameworks.
  • Current Role: Must be actively employed in the Tendering/Estimation Department at a Head Office level.
  • Language Proficiency: Fluency in English is essential for effective communication and documentation.
  • Client Exposure: Prior experience collaborating with high-profile clients, particularly in the KSA market, is highly advantageous.

Technical Competencies

The ideal candidate will possess the following technical skills and expertise:

  • Bid Submission Experience: Proven track record of submitting main tenders as a Main Contractor, with a minimum tender value of SAR 100 million.
  • Cost Breakdown Proficiency: Expertise in preparing detailed cost breakdowns, including productivity and man-hour calculations, to ensure accurate and transparent estimates.
  • Indirect Cost Management: Ability to calculate and incorporate indirect costs into bids, ensuring comprehensive financial planning.
  • Tendering Tools and Techniques: Familiarity with top sheets for tendering and estimation purposes, including the use of industry-standard software and methodologies.
