Team Lead

Position Overview

We are seeking a dynamic and strategic Team Lead to oversee and drive the procurement operations for a diverse portfolio of over 250 projects across Saudi Arabia. This pivotal role involves leading a high-performing multidisciplinary procurement team of seven or more Buyers, each specializing in critical service categories such as Hard Services, Soft Services, Civil Works, Low Current Systems, High Current, and IT Procurement. The ideal candidate will be responsible for optimizing supplier networks, eliminating material stockholding inefficiencies, and implementing direct-to-site delivery models to enhance operational agility and reduce holding costs.

Key Responsibilities

• Team Leadership and Development: Provide strategic direction and mentorship to a team of procurement professionals, fostering a culture of excellence, accountability, and continuous improvement. Ensure alignment with corporate objectives while driving supplier development and performance optimization.
• End-to-End Procure-to-Pay (P2P) Management: Oversee the complete P2P lifecycle, from requisition initiation and approval workflows to sourcing, negotiation, purchase order issuance, contract administration, delivery monitoring, invoice processing, and supplier performance evaluation. Lead RFQs, RFPs, bid evaluations, and supplier negotiations to secure the most favorable terms.
• Strategic Sourcing and Procurement Frameworks: Develop and implement robust sourcing strategies and procurement frameworks that align with organizational goals, operational needs, and cost optimization targets. Ensure strict adherence to company policies, contractual obligations, and governmental regulations to mitigate risks and enhance compliance.
• Technical Collaboration and Requirements Development: Conduct on-site visits and collaborate with project stakeholders to define precise technical requirements, including Scope of Work (SOW), Service Level Agreements (SLAs), Bills of Quantities (BOQs), Drawings, and project specifications. This ensures accurate sourcing and optimal supplier selection tailored to project demands.
• Contract and Agreement Management: Establish and manage Blanket Purchase Agreements (BPAs), Framework Agreements, and Long-Term Contracts to streamline procurement activities, enhance service delivery, and achieve sustainable cost savings. Focus on reducing lead times and improving supply chain efficiency.
• Category-Specific Procurement Leadership: Lead procurement initiatives across diverse domains, including Facility Management, Civil Construction, MEP, IT Infrastructure, Cloud Services, Hosting Solutions, Software-as-a-Service (SaaS), Infrastructure-as-a-Service (IaaS), and Platform-as-a-Service (PaaS). Ensure alignment with business objectives and technical specifications.
• Market Analysis and Risk Management: Monitor market trends, evaluate supplier performance, and assess commercial risks to identify opportunities for cost reduction, process enhancements, and supply chain resilience. Implement data-driven strategies to mitigate potential disruptions and drive operational efficiency.
• Issue Resolution and Continuous Improvement: Coordinate with procurement, logistics, and supplier teams to address Non-Conformance Reports (NCRs) and implement corrective actions. Foster a culture of continuous improvement through proactive problem-solving and process optimization.
• Cross-Functional Collaboration: Work closely with Operations, Finance, IT, Engineering, and Project Management teams to ensure procurement strategies are fully integrated with business requirements and project objectives. Serve as a liaison to bridge gaps between procurement and other functional areas.
• Technological Proficiency and Innovation: Demonstrate advanced proficiency in procurement technologies, including SAP Ariba, Power BI, Excel, and PowerPoint. Embrace digital innovation and artificial intelligence in procurement, leveraging tools such as ChatGPT, Claude, and Perplexity to enhance decision-making and operational efficiency.

Qualifications and Competencies

Candidates should possess a minimum of 10 years of progressive procurement experience, with at least 5 years in a leadership role. A bachelor’s degree in Business Administration, Supply Chain Management, Engineering, or a related field is required. Professional certifications such as CIPS, CSCP, or PMP are highly desirable. The ideal candidate will exhibit strong analytical skills, strategic thinking, and exceptional negotiation capabilities, coupled with a passion for driving innovation in procurement practices.
