Position Overview

We are seeking a dedicated and proactive Safety Officer to oversee daily CCTV inspection and sewer-cleaning activities, ensuring all site operations adhere to stringent safety standards. The ideal candidate will enforce compliance with Saudi regulations, National Water Company (NWC) HSE requirements, the approved Project HSE Plan, and company-specific procedures. This role demands vigilance in identifying hazards, reporting unsafe acts and conditions, and fostering a culture of safety among employees and subcontractors.

Key Responsibilities

The Safety Officer will play a pivotal role in supporting the QHSE Manager or HSE Focal Point by implementing the Project HSE Plan and providing continuous safety coverage for assigned field teams and work locations. The responsibilities include:

  • Safety Leadership: Promote safe work practices and cultivate a positive safety culture among employees and subcontractors to minimize risks and enhance operational efficiency.
  • Compliance Monitoring: Ensure adherence to company, client, and regulatory HSE requirements through regular inspections and audits, addressing any deviations promptly.
  • Hazard Identification: Proactively identify hazards, unsafe acts, and conditions, and enforce immediate corrective actions to mitigate potential risks.
  • Daily Coordination: Collaborate with supervisors, operators, drivers, and field crews to align daily safety requirements and address operational challenges.
  • Reporting and Documentation: Maintain accurate records of HSE observations, incidents, and repeated violations, reporting them to the QHSE Manager for further action.
  • Pre-Work Inspections: Conduct thorough pre-work and continuous site inspections to verify the availability of Risk Assessments, JSAs, toolbox talks, and valid Permits to Work before commencing any activity.
  • PPE and Equipment Oversight: Ensure the correct use of Personal Protective Equipment (PPE) and proper installation of barricades, warning signs, lighting, housekeeping measures, and traffic-control arrangements.
  • High-Risk Activity Monitoring: Oversee critical operations such as manhole opening, confined-space entry, atmospheric gas testing, lifting of manhole covers, jetting operations, generator use, vehicle movement, and road work to prevent accidents.
  • Training and Awareness: Conduct daily toolbox talks and participate in project HSE induction and awareness programs to reinforce safety protocols among all personnel.
  • Equipment Inspections: Inspect tools, equipment, gas detectors, lifting accessories, vehicles, fire extinguishers, first aid kits, and emergency equipment before use to ensure operational readiness.
  • Confined-Space Safety: Verify that confined-space entry requirements, standby arrangements, communication protocols, and rescue provisions are maintained to protect personnel.
  • Incident Management: Report incidents, near misses, hazards, and environmental observations immediately and assist in investigations as required.
  • Documentation Management: Maintain and update daily inspection checklists, toolbox-talk records, PTW records, observation reports, and corrective-action follow-up logs to ensure compliance and accountability.
  • Corrective Action Follow-Up: Track and follow up on corrective actions with relevant supervisors until issues are resolved satisfactorily.

Key Authorities

The Safety Officer holds the authority to:

  • Halt Unsafe Activities: Stop any activity that poses an immediate danger to personnel, property, or the environment.
  • Enforce Safety Standards: Prevent the use of unsafe tools, equipment, vehicles, or work practices and require corrective measures before work resumes.
  • Remove Personnel from Hazardous Areas: Evacuate personnel from hazardous zones when minimum safety requirements are not met.
  • Escalate Violations: Report serious or repeated HSE violations to the QHSE Manager or HSE Focal Point and project management for further action.

Qualifications and Requirements

To qualify for this role, candidates must meet the following criteria:

  • Education: Minimum educational qualification of a Higher Diploma from a recognized institution.
  • Certification: International recognized HSE certification such as OSHA or NEBOSHA.
  • Experience: A minimum of 5 years in occupational health and safety, with at least 2 years of hands-on experience in site safety monitoring and supervision.
  • Technical Competencies: In-depth knowledge of HSE procedures and requirements, proficiency in issuing, reviewing, and controlling all types of work permits (PTW).
  • Soft Skills: Excellent communication skills, ability to monitor, plan, and organize effectively, and proficiency in basic computer applications.
  • Language Proficiency: Fluency in English.
  • Driving License: Valid Saudi driving license (preferred).
