About the Role

MOBCO Group is seeking a seasoned and strategic Estimation Director to spearhead the estimation function for high-value construction projects across the Kingdom of Saudi Arabia. The successful candidate will play a pivotal role in driving business growth by leading the development of competitive and precise tender submissions, ensuring the company secures lucrative contracts while maintaining profitability. Key Responsibilities

The Estimation Director will be responsible for overseeing all estimation activities across MOBCO Group’s business units, ensuring alignment with corporate objectives and industry best practices. Core duties include:

• Strategic Leadership: Provide visionary leadership to the Estimation Department, fostering a culture of excellence, innovation, and continuous improvement. Develop and execute tendering and estimation strategies designed to maximize project win rates and enhance the company’s competitive edge.
• Tender Management: Lead the comprehensive review of tender documents, including drawings, specifications, Bill of Quantities (BOQs), and contract conditions, to ensure accuracy and compliance with client requirements.
• Cost Estimation & Commercial Proposals: Oversee the preparation of detailed cost estimates, budgets, and commercial proposals, ensuring they reflect market realities and project-specific risks. Collaborate closely with engineering, procurement, planning, commercial, and project management teams to gather critical inputs and validate assumptions.
• Risk & Value Engineering: Identify potential project risks and opportunities, integrating them into pricing strategies to optimize profitability. Champion value engineering initiatives to enhance project competitiveness while safeguarding financial performance.
• Subcontractor & Supplier Coordination: Evaluate and review subcontractor and supplier quotations to ensure technical and commercial compliance, fostering strong relationships with key industry partners.
• Stakeholder Engagement: Present final estimates and bid strategies to executive management for approval, ensuring transparency and alignment with corporate goals. Build and maintain robust relationships with clients, consultants, subcontractors, and suppliers to strengthen MOBCO Group’s market position.
• Market Intelligence: Analyze market trends, labor rates, material costs, and construction methodologies to maintain competitive pricing and adapt to evolving industry conditions.
• Team Development: Mentor and develop estimation engineers and managers, enhancing departmental capabilities through targeted training, knowledge sharing, and performance management.
• Compliance & Standards: Ensure all estimation processes adhere to company policies, industry standards, and client-specific requirements, upholding the highest levels of professionalism and integrity.

Key Requirements

To excel in this role, candidates must meet the following qualifications and experience:

• Education: Bachelor’s degree in Civil Engineering or Architecture (Master’s degree is a preferred advantage).
• Experience: Minimum of 25 years of progressive experience in the construction and contracting industry, with a proven track record within reputable contracting firms.
• Market Expertise: Extensive hands-on experience in the Saudi Arabian construction market, with a deep understanding of local regulations, labor dynamics, and procurement practices.
• Proven Track Record: Demonstrated success in securing major construction projects through competitive tender submissions, with a portfolio of high-value wins.
• Technical Proficiency: Strong expertise in pre-contract management, cost estimation, value engineering, and tender strategy development.
• Commercial Acumen: Exceptional financial and contractual awareness, enabling the ability to make data-driven decisions that balance competitiveness with profitability.
• Leadership & Collaboration: Proven ability to lead and inspire high-performing teams, fostering a collaborative environment that drives innovation and results.
