Procurement Engineer Officer

About the Role

We are seeking a highly motivated Procurement Engineer Officer to join the prestigious King Salman International Airport (KSIA) – Terminal 6 Project, one of the Kingdom of Saudi Arabia’s most ambitious and transformative infrastructure developments. This full-time, site-based position offers a unique opportunity to contribute to a landmark project that will redefine aviation standards in the region. The successful candidate will play a pivotal role in ensuring the timely and cost-effective procurement of materials, equipment, and subcontract services essential to the project’s success. Reporting directly to the Procurement Manager, this role demands a blend of technical expertise, strategic planning, and collaborative problem-solving to support the seamless execution of civil, structural, architectural, MEP, and infrastructure works.

Key Responsibilities

The Procurement Engineer Officer will be responsible for a wide range of procurement activities, including:

• Procurement Planning:
  • Assist in developing and implementing project procurement plans aligned with construction schedules and critical milestones.
  • Identify long-lead materials and equipment, ensuring timely procurement to avoid project delays.
  • Coordinate procurement priorities with cross-functional teams, including Engineering, Construction, and Planning, to align with project objectives.
• Tendering & Evaluation:
  • Prepare comprehensive Requests for Quotation (RFQs) and procurement documentation in accordance with project specifications and company standards.
  • Obtain and evaluate quotations from approved suppliers and subcontractors, conducting both technical and commercial assessments.
  • Collaborate with the Procurement Manager and Engineering Department to prepare detailed bid comparison reports and procurement recommendations.
• Vendor Coordination:
  • Liaise with local and international suppliers to secure competitive quotations and ensure adherence to delivery timelines.
  • Monitor supplier performance, evaluating quality, cost efficiency, and delivery reliability to mitigate risks.
  • Assist in supplier prequalification processes and maintain an updated vendor database to streamline future procurement activities.
• Material & Equipment Procurement:
  • Procure a diverse range of construction materials, including concrete, reinforcement steel, structural steel, finishing materials, MEP components, utilities, and heavy construction equipment.
  • Oversee the entire procurement lifecycle, from manufacturing progress and quality inspections to shipping, customs clearance, and on-time delivery to site.
• Project Coordination:
  • Act as a liaison between the Procurement Department and other key stakeholders, including Engineering, Construction, QA/QC, Logistics, and Commercial teams.
  • Ensure all procured materials and equipment comply with approved specifications, contractual requirements, and project standards.
  • Support site teams by resolving procurement-related challenges and facilitating the efficient resolution of issues.
• Documentation & Compliance:
  • Maintain accurate and up-to-date procurement records, including contracts, purchase orders, and delivery confirmations.
  • Ensure all procurement activities adhere to company policies, contractual obligations, Saudi regulatory frameworks, and project specifications.
  • Prepare and submit procurement progress reports, material tracking reports, and performance metrics to stakeholders as required.

Minimum Qualifications & Requirements

Education & Professional Experience

To qualify for this role, candidates must meet the following criteria:

• Education: Bachelor’s Degree in Civil Engineering (mandatory).
• Experience: Minimum of 5 years of progressive experience in procurement engineering within construction or infrastructure projects, with a proven track record in large-scale developments.
• Industry Expertise: Prior experience in airport projects, aviation facilities, or large-scale infrastructure developments is highly advantageous. Experience in the Saudi Arabian or GCC markets is considered a significant plus.

Technical & Professional Competencies

The ideal candidate will possess in-depth knowledge of:

• End-to-end procurement processes and best practices in construction and infrastructure.
• Construction materials, including structural steel, reinforced concrete, MEP components, and infrastructure utilities.
• Contract documentation, vendor evaluation methodologies, and supply chain coordination.
• Material submittals, technical specifications, and compliance with FIDIC contract standards (preferred).

Software & Technical Skills

Proficiency in the following tools is essential:

• Microsoft Office Suite (Word, Excel, PowerPoint).
• Advanced Microsoft Excel for data analysis, reporting, and procurement tracking.
• ERP Systems such as SAP, Oracle, or equivalent for procurement and inventory management.
• Common Data Environment (CDE) platforms like Aconex or similar (preferred).
