Commissioning Manager

Position Overview

Penspen, a globally recognized leader in engineering, design, and project management solutions, is seeking a highly skilled and experienced Commissioning Manager to join our dynamic team. This critical role is based in Khafji, Saudi Arabia, and will involve overseeing the electrical scope of major Oil & Gas and Petrochemical projects, ensuring seamless commissioning and operational readiness. The successful candidate will play a pivotal role in leading the commissioning planning process, ensuring systems are mechanically completed, fully commissioned, and ready for operation in strict adherence to approved design intent and HS&E (Health, Safety, and Environment) regulations.

Key Responsibilities

• Technical Leadership: Provide expert oversight of the electrical scope, including cable sizing, load calculations, switchgear, and offshore or onshore power distribution systems, to ensure alignment with project specifications and industry standards.
• Commissioning Planning: Develop and implement comprehensive commissioning strategies, ensuring all systems are mechanically complete, tested, and commissioned in accordance with project timelines and regulatory requirements.
• Project Execution: Lead the commissioning team to ensure smooth handover of fully operational systems, minimizing downtime and maximizing efficiency while maintaining strict compliance with HS&E protocols.
• Stakeholder Collaboration: Work closely with cross-functional teams, including engineering, procurement, construction, and operations, to facilitate seamless project execution and resolve any technical or logistical challenges.
• Quality Assurance: Verify that all commissioned systems meet the approved design intent, operational requirements, and industry best practices, ensuring long-term reliability and performance.
• Risk Management: Identify potential risks during the commissioning phase and implement mitigation strategies to prevent delays, safety incidents, or operational disruptions.
• Offshore Project Experience: Demonstrate hands-on experience in offshore projects, including commissioning, operation, and startup activities, to ensure readiness for similar project environments.
• Regulatory Compliance: Ensure all commissioning activities adhere to local and international regulations, including those specific to the Oil & Gas and Petrochemical sectors in Saudi Arabia.

Qualifications & Experience

To qualify for this role, candidates must meet the following educational and professional requirements:

Option 1: Bachelor’s Degree Pathway

• A Bachelor’s Degree in Engineering or an equivalent closely related field.
• Minimum of eighteen (18) years of relevant experience in engineering or project management.
• At least ten (10) years of hands-on experience in commissioning for major Oil & Gas or Petrochemical projects.
• Proven ability to lead commissioning planning processes and ensure systems are fully operational and compliant with design intent and HS&E standards.

Option 2: Diploma Pathway

• A Diploma in Engineering or an equivalent closely related field.
• Minimum of twenty-two (22) years of relevant experience in engineering or project management.
• At least fourteen (14) years of hands-on experience in commissioning for major Oil & Gas or Petrochemical projects.
• Proven ability to lead commissioning planning processes and ensure systems are fully operational and compliant with design intent and HS&E standards.

Preferred Qualifications

• Prior experience working on ARAMCO projects, given the company’s prominence in the region’s Oil & Gas sector.
• Strong leadership and project management skills, with a track record of successfully delivering complex projects within tight deadlines.
• Excellent communication and interpersonal abilities to collaborate effectively with diverse teams and stakeholders.
• In-depth knowledge of offshore commissioning, operational, and startup processes.
• Certifications in project management (e.g., PMP) or commissioning-related disciplines are advantageous.
