About the Role
We are seeking a highly motivated and strategic Senior Manager - Strategy and Finance to join the Construction Management vertical at QDC HQ. In this pivotal role, you will work closely with the Director - Project / Strategy / Finance to establish robust management reporting frameworks, including Board and N‑1 submissions, governance structures, and financial oversight. Your responsibilities will encompass the financial and organizational setup of the vertical, workforce planning, and recruitment, while contributing to the development of QDC’s capabilities as a well‑governed and informed client organization. This position is ideal for a strategic thinker with a strong financial acumen and the ability to drive governance excellence in a complex, high‑stakes environment.
Key Responsibilities
As a Senior Manager in Strategy and Finance, your core responsibilities will include:
- Governance and Compliance: Establish and maintain a robust project governance framework for the Construction Management vertical, including stage gates, approval pathways, controls, and reporting requirements. Coordinate governance assurance and internal audit activities to ensure full compliance with QDC and QIC standards, while driving timely closure of audit actions.
- Financial Leadership: Lead the preparation, consolidation, and control of budgets, forecasts, and financial plans in collaboration with Finance, Commercial, and Project teams. Monitor financial performance, cash flow, commitments, and variances, providing clear management insights and strategic recommendations to senior leadership.
- Strategic Planning: Support the development and maintenance of the Construction Management strategy, including operating model definition, phasing, resourcing, and financial implications. Assist in creating business cases, investment justifications, and scenario analyses to inform self‑delivery, capacity build‑up, and programme scaling decisions.
- Executive Reporting: Prepare and coordinate Board Papers, N‑1 submissions, investment committee papers, and executive briefing materials. Ensure accuracy, clarity, and alignment with governance requirements while maintaining consistency across financial, commercial, and strategic narratives.
- Cross‑Functional Collaboration: Act as a central coordination point for strategic initiatives and special assignments, integrating inputs from Design, Delivery, Procurement, Commercial, Finance, and Risk functions to deliver integrated and coherent reporting and decision support.
- Organizational Development: Assist in defining workforce plans, cost plans, and organizational structures for the Construction Management vertical. Support recruitment efforts by coordinating approvals, business cases, budgets, and onboarding requirements for new roles.
- Data and Insights Management: Maintain registers, trackers, and dashboards to monitor governance actions, budget approvals, headcount, and strategic initiatives. Represent the Director - Project / Strategy / Finance in meetings and act as a trusted coordination and analysis lead.
- Capability Building: Participate in QDC’s capability‑building initiatives, mentoring team members and contributing to knowledge‑sharing practices to enhance the organization’s strategic and financial maturity.
Qualifications and Skills
To excel in this role, you will bring the following qualifications and competencies:
- Education: A Bachelor’s degree in Finance, Accounting, Engineering, Business Administration, or a related discipline is required. A Master’s Degree (MBA, Finance, Strategy, or similar) is highly preferred.
- Professional Experience: Proven experience in project governance, financial management, and strategic planning within large capital programmes, particularly in complex, multi‑stakeholder environments such as giga‑projects or large programmes.
- Reporting and Presentation: Demonstrated ability to support Board and executive‑level reporting, including the preparation of structured, decision‑ready papers that align with governance requirements.
- Technical Proficiency: High competence in Microsoft Office, with a focus on PowerPoint for executive‑level presentations. Strong financial acumen, including budgeting, forecasting, cost control, and variance analysis.
- Analytical and Strategic Skills: Exceptional analytical, problem‑solving, and structuring abilities, combined with a keen attention to detail and the capacity to operate at both strategic and operational levels.
- Communication and Collaboration: Excellent written and verbal communication skills, with the ability to integrate inputs from diverse disciplines and stakeholders. High level of professionalism, discretion, and judgment.
- Organizational Abilities: Strong organizational skills, including the ability to manage multiple priorities, deadlines, and complex initiatives while maintaining a high standard of accuracy and reliability.
