Estimation / Technical Head

Position Overview

Haas Arabia Limited Company, a leading industrial services provider based in Al Khobar, Saudi Arabia, is seeking a highly skilled and experienced Estimation / Technical Head to lead our Technical & Estimation Department. This pivotal role focuses on Industrial Chemical Cleaning, Lube Oil Flushing, Oil Filtration, Steam Blowing, Decontamination, Pre-Commissioning Services, and related technical operations. The successful candidate will be responsible for preparing winning technical proposals and commercial estimates for key clients, including Saudi Aramco, SABIC, Ma’aden, SEC, SWCC, ACWA Power, and major EPC contractors.

As a Technical Leader, you will play a critical role in expanding Haas Arabia’s industrial services portfolio by developing competitive yet profitable proposals while ensuring adherence to the highest technical standards. Key Responsibilities

Technical Estimation

• Prepare comprehensive technical and commercial estimates for a range of industrial services, including:
• Chemical Cleaning
• Lube Oil Flushing
• Oil Filtration
• Steam Blowing
• Nitrogen Services
• Decontamination
• Hydro Testing
• Pre-Commissioning Activities
• Review Requests for Quotation (RFQs), drawings, P&IDs, specifications, and client requirements to ensure alignment with project objectives.
• Conduct detailed calculations for manpower, equipment, chemicals, and consumables required for project execution.
• Develop execution methodologies and project schedules to ensure timely and efficient project delivery.
• Prepare Method Statements, Risk Assessments (RAMS), Technical Queries (TQ), and project execution philosophies to mitigate risks and ensure compliance with industry standards.

Commercial Responsibilities

• Develop Bill of Quantities (BOQ) and cost estimates to support competitive bidding processes.
• Determine project manpower requirements and estimate equipment mobilization, chemical consumption, logistics, accommodation, and transportation costs.
• Evaluate subcontractor quotations to ensure cost-effective and high-quality service delivery.
• Formulate pricing strategies that enhance the probability of winning projects while maintaining profitability and sustainability.
• Participate in commercial negotiations with clients to secure project contracts and foster long-term business relationships.

Technical Leadership

• Lead the Technical & Estimation Department, fostering a culture of excellence, innovation, and continuous improvement.
• Develop and implement estimation standards, costing templates, and technical databases to streamline project planning and execution.
• Standardize Haas Arabia’s technical proposal documents to ensure consistency and compliance with industry best practices.
• Provide strategic support to the Business Development team during client meetings and presentations, offering technical insights and solutions.

Business Development Support

• Attend pre-bid meetings and site visits to assess project feasibility and identify potential risks and opportunities.
• Advise senior management on project viability, resource allocation, and strategic bidding decisions to drive business growth.
• Collaborate with cross-functional teams to align technical and commercial strategies with Haas Arabia’s long-term business objectives.

Mandatory Experience

• Minimum of 5 years of hands-on experience in Industrial Services within Saudi Arabia, with a proven track record in:
• Chemical Cleaning
• Lube Oil Flushing
• Oil Filtration
• Steam Blowing
• Decontamination
• Pre-Commissioning
• Commissioning Support
• Direct experience working with key clients and stakeholders, including:
• Saudi Aramco
• SABIC
• Ma’aden
• SEC
• SWCC
• ACWA Power
• Major EPC Contractors

Mandatory Skills

• Demonstrated success in winning industrial service projects through accurate estimation and technically robust proposals.
• In-depth understanding of industry standards, including:
• Saudi Aramco Standards
• ASTM Standards
• API Standards
• ASME Standards
• Vendor specifications
• Expertise in Chemical Cleaning Procedures, Lube Oil Flushing Procedures, and Steam Blowing Methodology.
• Proficiency in preparing a wide range of technical and commercial documents, such as:
• Technical Proposals
• Commercial Proposals
• Execution Plans
• Cost Estimates
• Material Take-Off (MTO)
• Bill of Quantities (BOQ)
• Method Statements
• Risk Assessments
• Project Schedules
• Advanced proficiency in Microsoft Excel, Microsoft Word, and Microsoft Project (preferred).

Preferred Qualifications

• Bachelor’s Degree in Chemical Engineering or Industrial Engineering.
• Additional certifications in project management, estimation, or related fields are advantageous.
