Position Overview

We are seeking a highly skilled and motivated Information Technology Specialist (INFOSEC/CUSTSPT) to join the Networks Services Branch within the C4 Shore Infrastructure Planning Division of the Plans, Programs, and Requirements Department at the Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC). This critical role is responsible for implementing and managing networking policies, directives, standards, and procedures to ensure the efficient operation of NCTAMS PAC and Department of the Navy (DON) facilities. The ideal candidate will possess a strong background in information security, customer support, and network infrastructure planning, with the ability to develop strategic solutions for modernization and cost optimization.

Key Responsibilities

  • Policy Implementation and Compliance: Develop, interpret, and enforce networking policies, directives, standards, and procedures related to technical and funding issues for NCTAMS PAC and DON facilities. Address complex technical challenges involving conflicting regulations and provide expert recommendations to resolve them.
  • Strategic Planning and Program Development: Plan and program new networks, base telecommunications systems, and modernization upgrades. Formulate mid- and long-range plans, including Government Cost Estimates (GCE), to budget and allocate resources for future networking services.
  • Process Optimization and IT Solutions: Conduct evaluations of command work centers’ business processes to identify inefficiencies and develop IT tools that enhance productivity, reduce time-on-task, and lower operational costs.
  • Contract Management Support: Serve as the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOT) to oversee and manage contracts related to IT infrastructure and services.
  • Financial and Lifecycle Management: Assist in preparing financial and Life Cycle Management (LCM) documentation for new acquisitions, as well as the operation and maintenance of existing systems to ensure compliance with regulatory requirements.

Qualifications and Requirements

To qualify for this position, applicants must meet the following criteria:

  • Citizenship and Suitability: Must be a U.S. citizen and determined suitable for federal employment. New employees will be required to pass the E-Verify employment verification check.
  • Security Clearance: Must obtain and maintain an interim and/or final security clearance prior to entering duty. Failure to maintain the required clearance level may result in the withdrawal of a job offer or removal from the position.
  • Physical and Drug Testing: Must successfully complete a pre-appointment physical examination and a pre-employment drug test, including screening for marijuana. Random drug testing may be required. A failed test or failure to report for testing will result in the rescission of a tentative job offer.
  • Cybersecurity Workforce Compliance: This is a Cyberspace Workforce position (work role code 431/411, proficiency level INTERMEDIATE) requiring compliance with DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Travel Requirements: Must be prepared to travel domestically (CONUS) and internationally (OCONUS), including to remote or isolated sites. Travel may involve extended periods on military or commercial aircraft.
  • Additional Documentation: Must obtain and maintain a U.S. Passport for travel purposes.
  • Selective Service Registration: Males born after December 31, 1959, must be registered for Selective Service.
  • Retired Military Considerations: Appointment of retired military members within 180 days of retirement is subject to 5 United States Code 3326.

Ideal Candidate Profile

Applicants should demonstrate a proven track record of directly applicable experience in IT infrastructure, information security, and customer support. The ideal candidate will have a deep understanding of networking policies, telecommunications systems, and financial management in a federal or military IT environment. Strong analytical, problem-solving, and communication skills are essential to succeed in this role. Experience in contract management, strategic planning, and process optimization will be highly advantageous.
