We are seeking a dynamic and results-driven Tender Manager to spearhead our government and institutional tender strategy, with a strategic focus on NUPCO and related procurement channels. This pivotal role will report directly to the Head of Commercial and play a crucial part in SADSCO’s commercial transformation, ensuring sustained growth and competitive leadership in high-value government accounts.

As the Tender Manager, you will be responsible for leading end-to-end tender management, from opportunity identification and bid preparation to post-award contract execution. Your strategic acumen will be instrumental in refining SADSCO’s bidding approach, optimizing NUPCO tender scoring, and fortifying our position as a preferred supplier in the Saudi healthcare ecosystem. This role demands a proactive, analytical, and collaborative mindset, with a deep understanding of both the regulatory and commercial dynamics of government procurement.

Key Responsibilities

Your strategic vision and operational expertise will drive the following critical initiatives:

• End-to-End Tender Lifecycle Management: Oversee the entire tender process, including opportunity identification, bid preparation, pricing strategy formulation, submission, and post-award contract management for NUPCO and other government/institutional tenders. Ensure alignment with SADSCO’s commercial objectives and regulatory compliance.
• Strategic Scoring & Competitive Positioning: Lead initiatives to improve SADSCO’s scoring performance in NUPCO tenders by collaborating with internal partners and refining our local-content strategy. Leverage market intelligence to outmaneuver competitors and secure high-value contracts.
• Stakeholder Engagement & Relationship Building: Cultivate and maintain robust relationships with key government stakeholders, including NUPCO, Market Place, ARAMCO Medical, and the Ministry of Health procurement teams. Act as a strategic liaison to align SADSCO’s offerings with evolving institutional needs.
• Competitive Intelligence & Benchmarking: Monitor competitor activity, pricing trends, and tender award outcomes to continuously refine SADSCO’s bidding strategy. Use data-driven insights to anticipate market shifts and position the company for success.
• Regulatory & Compliance Excellence: Ensure all tender submissions adhere to SFDA registration requirements, documentation standards, and contractual terms. Maintain unwavering compliance to mitigate risks and enhance credibility.
• Performance Forecasting & Reporting: Develop accurate forecasts for tender-channel volumes and revenue, tracking performance against targets and presenting actionable insights to the Head of Commercial on a regular basis.
• Cross-Functional Collaboration: Partner with Regulatory Affairs, Supply Chain, and Finance to ensure seamless product availability and full contract fulfillment post-award. Align operational execution with commercial strategy.
• Opportunity Expansion: Proactively identify and pursue new government and institutional tender opportunities that align with SADSCO’s growing portfolio, diversifying revenue streams and market reach.
• Team Leadership & Development: Manage a dedicated team, setting clear targets, and fostering a culture of accountability and continuous improvement. Provide mentorship and guidance to drive collective success.

Qualifications & Experience

To excel in this transformational role, you must bring a blend of strategic vision, technical expertise, and operational excellence. We are seeking candidates who meet the following criteria:

• Academic Background: Bachelor’s degree in Pharmacy, Business Administration, or a related field. A master’s degree or advanced certification is a significant advantage.
• Industry-Specific Experience: Minimum 5 years of experience in pharmaceutical government tender or institutional sales within Saudi Arabia, with direct, hands-on experience managing NUPCO tenders. Proven success in navigating competitive government procurement processes is essential.
• Strategic & Analytical Skills: Demonstrated ability to improve tender award outcomes through data-driven decision-making and strategic bidding. Deep understanding of SFDA regulatory requirements and NUPCO scoring dynamics.
• Negotiation & Stakeholder Management: Exceptional negotiation skills, coupled with the ability to build and sustain relationships with high-level government and institutional stakeholders. Strong cross-functional collaboration is key to driving operational alignment.
• Multilingual Proficiency: Fluency in both Arabic and English, with excellent written and verbal communication skills to engage effectively across diverse audiences.
• Industry Network: An established network within the KSA government and institutional healthcare procurement sector is highly preferred, providing a competitive edge in securing and managing tenders.
