PSAB ESS: Community Planner (Secret Clearance)

Position Overview

Join KBR’s elite team as a PSAB ESS: Community Planner (Secret Clearance) and play a pivotal role in sustaining mission readiness at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia. This critical position is part of the KBR PSAB Program, which delivers comprehensive Base Operating Support-Installation (BOS-I) services to the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units. The role requires a strategic approach to community planning, ensuring seamless operations, maintenance, and support activities that enhance the operational effectiveness of PSAB and its associated units, including five remote Army sites.

Key Responsibilities

As a Community Planner, you will be responsible for developing and managing comprehensive community, regional, urban, and land use plans that align with the installation’s long-term strategic goals. Your duties will include:

• Strategic Planning: Facilitate the development and maintenance of the Installation Development Plan (IDP) and other critical planning studies that serve as the foundation for installation planning, land use development, and investment decisions.
• Compatible Use Planning: Ensure harmonious development between on-installation and off-installation facilities by analyzing land use patterns, infrastructure needs, and regional conditions to optimize resource allocation and minimize conflicts.
• Project Management: Plan, program, and execute projects in support of assigned programs, utilizing cost-estimating tools to generate accurate government estimates and project budgets.
• Data Analysis & Reporting: Collect and evaluate data to assess factors affecting the physical development, maintenance, and management of installation infrastructure assets. Prepare detailed planning studies and apply analytical tools to inform decision-making.
• Collaboration & Compliance: Work closely with U.S. deployed forces, the Kingdom of Saudi Arabia (KSA), and a diverse, international workforce to share information and ensure all contractual performance objectives are met. Maintain compliance with U.S. laws, Saudi Labor Law, Final Governing Standards (FGS), Overseas Environmental Baseline Guidance Document (OEBGD), Air Force Instruction (AFI), and local standards.
• Operational Readiness: Ensure the successful delivery of services to approximately 4,000 personnel, accounting for fluctuations in population. Safeguard government and contractor-provided property, including facilities, equipment, and sensitive data.
• Emergency Response: Be prepared to respond within two hours of notification to meet with government personnel on the installation, demonstrating adaptability in high-stakes environments, including contingency or wartime scenarios.

Work Environment & Physical Demands

The Community Planner will operate in a dynamic environment that includes both indoor and outdoor settings. Exposure to varying weather conditions, dust, noise, and chemicals is possible, requiring adherence to safety protocols such as wearing personal protective equipment (PPE), including hard hats, gloves, steel-toed boots, hearing protection, and safety glasses. The role may involve lifting up to 35 pounds, pushing or pulling heavy equipment, and using land mobile radios, cell phones, laptops, and other devices to maintain accountability and communication.

This position may require overtime, shift work, and occasional to frequent travel, depending on contractual needs. Employees must comply with all federal, state, and local regulations, as well as company work rules and written instructions. Task-specific training will be provided to ensure preparedness for the unique challenges of this role.
