Job Overview

The Technical Bidding Engineer plays a pivotal role in our tendering process, responsible for preparing, coordinating, and submitting high-quality technical proposals that align with client requirements, project specifications, and company standards. This position requires a meticulous approach to reviewing tender documents, developing comprehensive technical submissions, and collaborating with internal and external stakeholders to ensure the timely and compliant delivery of competitive bids. The Technical Bidding Engineer will identify potential bid risks, coordinate with cross-functional teams, and contribute to the enhancement of our proposal competitiveness, ultimately supporting the successful acquisition of projects across infrastructure, construction, utilities, MEP, and industrial sectors.

Reporting Structure

The Technical Bidding Engineer will report to the Design & Estimation Manager and the Bid Manager, ensuring alignment with strategic objectives and operational excellence.

Main Responsibilities

• Conduct thorough reviews of tender documents, specifications, drawings, and client requirements to ensure comprehensive understanding of project scope.
• Analyze bid requirements to identify technical, commercial, and contractual risks, and propose mitigation strategies.
• Prepare and compile high-quality technical proposals, including methodologies, time schedules, and compliance statements, in adherence to client and company standards.
• Coordinate with engineering, estimation, procurement, planning, and operations teams to gather essential information and technical data.
• Develop technical clarifications and respond to client queries during the tender stage to address any ambiguities or concerns.
• Prepare and compile technical submittals, including company profiles, project references, and personnel resumes, to strengthen bid submissions.
• Ensure all technical submissions are compliant with tender requirements and adhere to submission deadlines to avoid disqualification.
• Participate in pre-bid meetings, site visits, and tender clarification meetings to gain deeper insights into project requirements and client expectations.
• Maintain organized bid documentation, records, and proposal templates to streamline future tendering processes.
• Assist in preparing presentations and technical reports for clients to effectively communicate our capabilities and solutions.
• Collaborate with subcontractors and suppliers to obtain accurate technical data and supporting documents for bid submissions.
• Support the seamless handover process from the tendering team to project execution teams upon contract award to ensure continuity and efficiency.
• Monitor tender portals and procurement platforms for updates, addenda, and clarifications to stay informed and responsive throughout the bidding process.
• Contribute to the continuous improvement of proposal preparation processes and templates to enhance efficiency and competitiveness.

Requirements & Qualifications

• Bachelor’s degree in Civil, Mechanical, Electrical Engineering, or a related engineering discipline from a recognized institution.
• Minimum of 5–7 years of professional experience, with at least 2–3 years specifically in tendering, proposal preparation, estimation, or project engineering.
• Proven experience in infrastructure, utilities, construction, MEP, operation & maintenance, or industrial projects is highly preferred.
• Familiarity with public and private sector tendering procedures within Saudi Arabia, including regulatory frameworks and compliance requirements.
• Exceptional technical writing and documentation skills, with the ability to produce clear, concise, and compelling proposals.
• Strong understanding of tendering and bidding processes, including the interpretation of drawings, specifications, and technical requirements.
• Analytical mindset with robust problem-solving capabilities to identify risks and develop effective solutions.
• Excellent communication and coordination skills to collaborate effectively with internal and external stakeholders.
• Proficiency in using procurement and tendering platforms such as Etimad is considered an advantage.
