Information Technology Manager

Position Overview

The Trade Bank of Iraq (TBI), Saudi Arabia Branch, is seeking a highly skilled and motivated Information Technology Manager to oversee and enhance the IT infrastructure, operations, and security for the branch in Riyadh. This critical role is responsible for ensuring the seamless delivery of technology services, maintaining compliance with regulatory standards, and optimizing IT systems to support the Bank’s strategic objectives. Reporting directly to the Chief Operating Officer (COO) of the Saudi Arabia Branch, the IT Manager will play a pivotal role in driving technological innovation while safeguarding the integrity, availability, and security of all IT assets.

Key Responsibilities

The Information Technology Manager will be entrusted with a broad spectrum of responsibilities, including:

• Strategic Leadership: Develop and execute a comprehensive IT infrastructure strategy in alignment with the Bank’s business goals, ensuring the timely implementation of technology solutions without service disruptions.
• Regulatory Compliance: Ensure all IT systems and operations adhere to stringent financial regulations, including those mandated by the Saudi Central Bank (SAMA), as well as data protection laws and industry-specific standards governing financial transactions.
• Vendor and Partner Management: Negotiate and manage relationships with software, hardware, and service providers to secure high-quality, cost-effective solutions. Conduct evaluations to identify best-in-class technologies and partnerships that enhance operational efficiency.
• Technology Governance: Establish enterprise-wide technology standards, architecture frameworks, and IT operations governance processes to maintain consistency, scalability, and reliability across all systems.
• Infrastructure and Operations Oversight: Provide hands-on leadership in complex infrastructure implementations, system upgrades, and operational troubleshooting. Ensure the availability, integrity, and security of all IT systems, including data centers, networks, telephony, and service monitoring tools.
• Service Delivery Management: Lead the delivery of 24/7 IT services, ensuring compliance with agreed-upon Key Performance Indicators (KPIs) and service level agreements (SLAs) to meet the Bank’s operational demands.
• Tender and Project Management: Oversee the IT tendering process, including the preparation of Requests for Proposals (RFPs), sizing, costing, and the review of Functional System Designs (FSDs) and Business Requirements Documents (BRDs) for IT projects.

Qualifications and Experience

To excel in this role, candidates must meet the following educational and professional criteria:

• Education: A Bachelor’s degree or equivalent in Computer Science, Information Technology, or a related field from an accredited institution.
• Certifications: Professional certifications in Cisco, Fortigate, Juniper, ITIL, Microsoft, TOGAF, PMP, F5, Oracle, or Temenos are highly desirable and will be considered a significant advantage.
• Experience:
  • 5 to 7 years of progressive experience in IT, with a focus on application hosting, infrastructure management, and core banking applications.
  • Proven leadership in managing the IT infrastructure of a complex organization, including payment systems, core banking solutions, and cybersecurity measures.
  • Hands-on experience with ITIL concepts and their practical application in IT service management.
  • Strong understanding of regulatory compliance requirements, particularly in the banking sector, and familiarity with best practices in application and infrastructure security.
  • Experience with the IT tendering process, including RFP preparation, sizing, costing, and the review of FSDs and BRDs.
• Technical Skills:
  • In-depth knowledge of core banking solutions and their integration with IT infrastructure.
  • Expertise in security best practices, including adherence to SAMA, NIST, and PCI-DSS guidelines.
  • Comprehensive understanding of banking IT production environments, operations, and business requirements.
  • Exceptional troubleshooting abilities and the capacity to translate complex business needs into actionable IT solutions.
