Controls Engineer – Technical Leadership in Military Facilities Engineering

As a Controls Engineer, you will serve as a subject matter expert in controls and instrumentation engineering, providing critical technical guidance for the planning, design, and execution of facility repair, alteration, and modernization projects. This role is pivotal in ensuring the operational readiness and resilience of military installations through the development of advanced communication and control systems tailored to unique operational environments.
Your Mission
In this highly technical position, you will be responsible for conducting comprehensive site investigations to assess the condition of existing systems, identifying deficiencies, and delivering actionable recommendations for corrective action. Your expertise will guide the planning and programming of communications designs for a wide range of facilities, including large-scale, complex structures such as headquarters buildings, aviation and automotive maintenance shops, community centers, education facilities, and dining complexes. You will collaborate closely with multidisciplinary engineering teams, including architects, electrical, civil, mechanical, and environmental specialists, to ensure seamless integration of controls and instrumentation systems that meet stringent military standards.
Key Responsibilities
- Technical Leadership: Provide expert-level advice on the planning and programming requirements for facility repair, alteration, and construction projects, ensuring alignment with Force Design 2030 objectives.
- System Evaluation and Reporting: Perform detailed site investigations to evaluate the condition of existing systems, document findings, and recommend solutions to address deficiencies in communications and control infrastructure.
- Design and Coordination: Plan and direct the execution of communications designs for military-specific facilities, including the integration of advanced control systems for optimal functionality and security.
- Cross-Disciplinary Collaboration: Review and coordinate with design documents produced by other engineering teams or external architect-engineer firms, ensuring consistency and compliance with military specifications.
- Travel Requirements: Engage in travel up to 25% of the time to conduct site assessments, oversee project implementation, and provide on-site technical support as needed.
Qualifications and Experience
To excel in this role, you must possess a minimum of three years of hands-on experience in communications engineering and Information and Communications Technology (ICT) design. A deep understanding of controls and instrumentation engineering principles is essential, particularly as they relate to the planning, design, construction, renovation, maintenance, and repair of facilities on military installations. Your expertise should extend to remote communications, controls, and monitoring systems, with a proven ability to execute complex projects across diverse environments.
Candidates must meet the following requirements:
- Active Secret clearance.
- Bachelor’s degree in Electrical Engineering, Electronics Engineering, Information Technology, Network Engineering, or Systems Engineering.
Preferred Qualifications
While the core responsibilities are clear, additional experience in the following areas will enhance your candidacy:
- Design, integration, and communication requirements for Facility Related Control Systems (FRCS) and Industrial Control Systems (ICS).
- Expansion and optimization of FRCS and networked systems, including hardware, software, and components to ensure peak performance.
- Modification and integration of FRCS systems to maintain functionality and compliance with operational standards.
- Provision of technical advice to command structures on the expansion and improvement of FRCS, including Advanced Metering Infrastructure (AMI) systems.
- Development and delivery of training programs for maintenance, operations, and technical personnel to enhance in-house capabilities in FRCS and AMI systems.
- Proactive management and analysis of data collected by FRCS systems, including technical guidance for GIS programmers.
- Integration of third-party vendor applications into FRCS and associated networked systems, including AMI, and the development of customized solutions.
- Maintenance of smart meter data systems, Remote Terminal Units (RTUs), AMI systems, and other connected meters to ensure continuous operability.
- Proficiency in reading and writing Japanese is a valuable asset.
