Nesma & Partners Contracting Co. Ltd. is seeking a highly motivated and experienced Head of Health, Safety, and Environmental (HSE) Management to lead our commitment to operational excellence, compliance, and sustainability. In this pivotal role, you will oversee the implementation of robust HSE policies, ensuring a safe, compliant, and environmentally responsible work environment across all projects and operations. This position is ideal for a strategic leader with a proven track record in HSE governance, risk mitigation, and continuous improvement within the construction, contracting, or industrial sectors.

Your expertise will be instrumental in reducing incidents, enhancing regulatory compliance, and aligning HSE strategies with business objectives. Key Responsibilities:

• Develop, implement, and oversee the company’s HSE policies, procedures, and standards in alignment with national and international regulations, including OHSAS 18001, ISO 14001, and industry-specific guidelines.
• Lead HSE risk assessments, audits, and inspections to identify hazards, evaluate controls, and ensure continuous improvement in safety and environmental performance.
• Establish and manage HSE programs, including incident reporting, investigation, and corrective action plans to minimize risks and prevent future occurrences.
• Collaborate with project managers, site supervisors, and cross-functional teams to integrate HSE best practices into all phases of projects, from planning to execution.
• Train and mentor HSE personnel, contractors, and employees on safety protocols, emergency response procedures, and environmental conservation practices.
• Monitor compliance with legal and regulatory requirements, ensuring the company adheres to labor laws, environmental protection standards, and industry best practices.
• Promote a culture of safety and accountability by engaging stakeholders, conducting awareness campaigns, and recognizing outstanding HSE performance.
• Leverage data analytics and reporting tools to track KPIs, measure HSE performance, and present actionable insights to senior management.
• Represent Nesma & Partners Contracting Co. Ltd. in external HSE forums, regulatory bodies, and industry associations to enhance the company’s credibility and compliance standing.

Qualifications and Experience:

• A bachelor’s degree in Health, Safety, Environmental Management, Engineering, or a related field; a master’s degree is a strong advantage.
• Minimum of 10 years of progressive experience in HSE management, with at least 5 years in a leadership or managerial role within the construction, contracting, or industrial sectors.
• Proven expertise in developing and implementing HSE frameworks, policies, and compliance programs.
• Certifications such as NEBOSH, OSHA, or equivalent are highly desirable.
• Strong knowledge of local and international HSE regulations, standards, and best practices.
• Excellent communication, leadership, and stakeholder management skills with the ability to influence and drive change.
• Familiarity with project management methodologies and the ability to integrate HSE considerations into project timelines and budgets.
• Proficient in using HSE management software, data analysis tools, and reporting systems.
