Key Responsibilities

Your role will encompass a broad spectrum of critical tasks, including:

• Scope and Requirement Analysis: Thoroughly review Requests for Quotation (RFQs), Invitation to Tender (ITBs), project scopes, technical specifications, and commercial requirements to ensure alignment with project objectives and industry benchmarks.
• Tender Strategy Development: Identify key deliverables, potential risks, exclusions, and clarifications to refine tender responses and enhance competitiveness.
• Cost Breakdown and Estimation: Develop detailed Bill of Quantities (BOQs), Material Take-Offs (MTOs), and cost breakdown structures, encompassing materials, labor, equipment, subcontracting, indirect costs, and project overheads.
• Vendor and Subcontractor Engagement: Coordinate with procurement teams to issue RFQs, evaluate vendor quotations, and normalize pricing to ensure cost-efficient procurement strategies.
• Productivity and Rate Development: Create unit rates and productivity assumptions based on industry standards and historical data to support accurate cost forecasting.
• Proposal Support: Contribute to the preparation of commercial proposals, ensuring technical accuracy and commercial viability while maintaining alignment with client expectations.
• Knowledge Management: Maintain and update historical cost databases and benchmarking information to inform future estimating activities and improve decision-making.
• Tender Review and Decision Support: Participate in bid/no-bid discussions and tender reviews, providing data-driven insights to guide strategic decision-making.
• Post-Award Handover: Facilitate a smooth transition of estimate assumptions to the project team post-award, ensuring continuity and adherence to project parameters.

Qualifications and Experience

Candidates for this role should possess a strong academic foundation and hands-on experience in the following areas:

• Education: A Bachelor’s Degree in Engineering, Quantity Surveying, or a related discipline is required. Advanced certifications in estimating or project management are a significant advantage.
• Industry Experience: A minimum of 5 years of experience in estimating, tendering, or related roles within industrial, EPC, or construction sectors is preferred. Familiarity with the Saudi market and its unique regulatory and commercial landscape is highly valued.
• Technical Proficiency: Expertise in BOQ/MTO development, cost estimation for materials, labor, equipment, and subcontracts, as well as proficiency in advanced Excel tools and productivity modeling.
• Client Familiarity: Prior experience working with Saudi Aramco, SABIC, SEC, or other major Saudi industrial clients will be considered a distinct asset.
