As the Senior Cost Manager – Fund Monitoring Lead, you will play a pivotal role in ensuring financial transparency, risk mitigation, and strategic decision-making for high-value construction projects. Reporting directly to senior management, this position demands a blend of technical expertise, analytical rigor, and diplomatic leadership to bridge the gap between lenders, borrowers, contractors, and design teams. Your work will directly influence project viability, financial sustainability, and stakeholder confidence—making it a critical role in our operational success.
Key Responsibilities
In this strategic position, your responsibilities will include:
- Lender-Focused Financial Oversight: Conduct in-depth reviews of project appraisals, budgets, cost plans, cash flow projections, and contractual agreements from a lender’s perspective to ensure alignment with financial objectives and risk parameters.
- Comprehensive Project Monitoring: Actively monitor construction progress, program adherence, cost performance, quality standards, variations, claims, and delays to identify deviations and potential risks early.
- Independent Financial Verification: Independently verify contractor payment applications and project progress to support accurate lender drawdowns, ensuring compliance with financial covenants and contractual obligations.
- Financial Performance Analysis: Assess cost-to-complete forecasts, contingency reserves, and overall project financial health, providing actionable insights to optimize resource allocation and mitigate financial exposure.
- Risk Identification and Mitigation: Proactively identify, evaluate, and report key project risks—both financial and operational—while recommending data-driven mitigation strategies to safeguard project outcomes.
- Field Engagement and Stakeholder Coordination: Conduct regular site inspections and participate in progress meetings to maintain firsthand awareness of project dynamics. Liaise seamlessly with borrowers, contractors, and design teams while upholding strict independence and confidentiality.
- Strategic Reporting and Communication: Prepare concise yet comprehensive monitoring reports, drawdown recommendations, executive summaries, and ad-hoc risk assessments tailored for credit/investment committees and senior stakeholders.
Requirements
To excel in this role, you must bring a robust blend of technical expertise, industry experience, and leadership qualities:
- Professional Accreditation: Chartered membership with the Royal Institution of Chartered Surveyors (MRICS/FRICS) or equivalent recognition from a globally respected professional body.
- Extensive Industry Experience: Minimum of 8 to 10+ years of post-qualification Quantity Surveying (QS) experience, with a strong preference for candidates who have held senior roles in development/bank monitoring, employer’s agency, or project monitoring functions.
- GCC and Saudi Arabia Expertise: Prior experience working on projects within Saudi Arabia or the broader GCC region is highly desirable. Familiarity with local contracting practices, FIDIC-based contracts, and the Saudi regulatory/permitting environment will be a significant advantage.
- Construction Finance Mastery: A deep understanding of construction finance structures, drawdown mechanisms, and lender risk requirements, enabling you to navigate complex financial frameworks with confidence.
- Reporting Excellence: Exceptional written communication skills, with the ability to craft clear, persuasive, and technically precise reports tailored for credit/investment committees and executive audiences.
- Field-Ready and Adaptable: Willingness and ability to travel extensively and be based on-site within KSA, demonstrating resilience and a commitment to hands-on project engagement.
