Key Responsibilities

Your role will encompass a broad spectrum of strategic and operational duties, including:

• Strategic Tender Identification & Evaluation: Proactively scan and assess tender opportunities across **Etimad, NUPCO, and private-sector platforms** (e.g., Dr. Sulaiman Al Habib, NGHA, MODA) to identify high-potential bids that align with our commercial objectives.
• End-to-End Bid Management: Oversee the entire bid lifecycle—from sourcing tender documents (RFPs/RFQs) to compiling **technical and commercial proposals**, ensuring adherence to deadlines and regulatory requirements.
• Regulatory & Compliance Excellence: Ensure **100% compliance** with **Saudi Government Tender Laws, LCGPA mandates, and SFDA documentation** (e.g., MDMA registrations, clinical catalogs) to mitigate risks of rejection or penalties.
• Local Content Integration: Collaborate with internal teams to accurately calculate and incorporate **Local Content baseline and target scores** into government bids, ensuring full alignment with **LCGPA and GPA regulations**.
• Cross-Functional Collaboration: Partner with **Sales, Product Management, Finance, and Supply Chain teams** to align bids with **pricing strategies, product specifications, and logistical feasibility**, ensuring competitive yet profitable submissions.
• Pricing & Margin Optimization: Develop **data-driven pricing strategies** and **Bills of Quantities (BOQs)** in conjunction with Finance and Sales leadership to balance profitability with market competitiveness.
• Supply Chain & Logistics Validation: Verify **stock availability, lead times, and cold-chain logistics** to guarantee on-time delivery compliance, avoiding penalties or bid disqualifications.
• Performance Tracking & Reporting: Monitor and report on **KPIs**, including **tender win rates, submission compliance, margin protection, and bond recovery efficiency**, to drive continuous improvement.

Key Performance Indicators (KPIs)

• Tender Win Rate: Increase the percentage of successful bids across **NUPCO and private-sector RFPs** through strategic positioning and execution.

• Margin Protection: Adhere to **approved gross margin targets** while positioning bids competitively in the market.
• Bond Recovery Optimization: Ensure timely returns of **expired bid bonds** to preserve working capital and enhance bank credit limits.

Qualifications & Experience

We are seeking a **highly skilled Tendering Manager** with a blend of **strategic acumen, regulatory expertise, and operational excellence**. The ideal candidate will possess:

• Education: A **Bachelor’s degree** in **Business Administration, Finance, Pharmacy, Biomedical Engineering, or a related field** from a recognized institution.
• Experience: **5 to 10 years** of **direct experience** in **tender management, pricing, or commercial operations**, with a **specialized focus on the KSA medical, pharmaceutical, or healthcare distribution sector**.
• Portal Expertise: **Expert-level proficiency** in navigating **Etimad and NUPCO procurement cycles**, including tender document acquisition, submission, and tracking.
• Regulatory Knowledge: A **deep understanding** of **Saudi Government Tender Laws, LCGPA mandates, and SFDA documentation requirements**, including **MDMA registrations and clinical compliance**.
• Language Skills: **Fluent, professional proficiency** in both **Arabic and English**, with the ability to **read, interpret, and translate complex legal/government documents** accurately.
