Project Control Manager – Lead Strategic Project Controls for Large-Scale Infrastructure Portfolio

We are seeking a seasoned Project Control Manager to assume a pivotal leadership role within our dynamic Project Controls Department. This position will require a strategic visionary with extensive experience in overseeing cost management, scheduling, change control, and governance across a diverse portfolio of high-impact infrastructure projects. The Project Control Manager will be responsible for establishing and maintaining rigorous project controls frameworks, ensuring seamless integration of cost, schedule, and performance metrics. This role demands a deep understanding of project lifecycle management, from initial planning through execution, testing, and commissioning. You will lead cross-functional teams, implement standardized processes, and foster a culture of continuous improvement—ultimately ensuring projects are delivered on time, within budget, and to the highest quality standards.

Key Responsibilities

In this dynamic role, your responsibilities will include:

• Strategic Project Controls Leadership: Oversee comprehensive project controls across cost, schedule, budgeting, forecasting, change management, and performance reporting to ensure alignment with project objectives and stakeholder expectations.
• Advanced Planning and Scheduling: Develop, refine, and maintain portfolio-level schedules, master schedules, baselines, stage-gate schedules, and recovery plans to mitigate risks and optimize project timelines.
• Cost and Financial Oversight: Monitor project budgets, commitments, actual expenditures, cash flow, and invoices while preparing consolidated cost reports to support informed decision-making and financial governance.
• Contractor Schedule Review and Performance Analysis: Evaluate contractor baseline schedules, assess schedule performance, and collaborate on corrective actions and recovery plans to ensure adherence to project milestones.
• Process and Compliance Implementation: Establish and enforce project controls processes, reporting standards, and Stage-Gate requirements to maintain consistency and compliance across all projects.
• Contract Support and Documentation Management: Provide critical inputs for contract preparation, including schedule, cost, milestone, and document management, while overseeing testing and commissioning requirements to ensure seamless project execution.
• Document and Record Control: Manage document management systems, archiving, and record control to ensure compliance with regulatory and organizational standards.
• Team Development and Knowledge Transfer: Assess team capabilities, define clear roles and responsibilities, and facilitate knowledge transfer to build a high-performing, capable workforce.
• Driving Best Practices: Champion continuous improvement by adopting and implementing international project controls best practices, ensuring the organization remains at the forefront of industry standards.

Qualifications and Experience

To excel in this role, you must possess:

• A Bachelor’s degree in Engineering from an accredited university, with a strong foundation in project management principles.
• Minimum 20 years of experience in project controls, planning, and scheduling, with a proven track record of senior management responsibility on large-scale infrastructure projects.
• Expertise in cost engineering, cost control, planning, scheduling, forecasting, and performance analysis, with a deep understanding of engineering, procurement, contract management, construction, and project startup processes.
• Advanced proficiency in Primavera P6 and EPPM, with the ability to leverage these tools for strategic project oversight and reporting.
• Demonstrated leadership and team management capabilities, with a focus on fostering collaboration, mentorship, and capability development within project teams.
• International experience, with a preference for candidates who have worked in Saudi Arabia, to support global project delivery and cross-cultural collaboration.
• Exceptional written and verbal communication skills, enabling effective stakeholder engagement, reporting, and negotiation at all levels.
