Key Responsibilities

• Lead and oversee all materials engineering and quality assurance activities, ensuring seamless alignment with project objectives and contractual obligations.
• Review and approve material submittals, technical specifications, supplier qualifications, and manufacturer certifications to guarantee compliance with contract and industry standards.
• Conduct rigorous assessments of mix designs for asphalt, concrete, treated materials, and other critical road construction components, ensuring optimal performance and durability.
• Supervise and validate material testing activities—both in the field and laboratory—by contractors and third-party providers, verifying adherence to approved Inspection and Test Plans (ITPs).
• Monitor and enforce quality control processes across the project, including audits of batching plants, asphalt plants, quarries, and material production facilities to mitigate risks and ensure consistency.
• Evaluate and verify the suitability of material sources, including earthworks, aggregates, pavement materials, and geosynthetics, to meet project specifications and regulatory requirements.
• Resolve material-related non-conformances by investigating failures, providing technical recommendations, and implementing corrective actions to maintain project integrity.
• Prepare comprehensive technical documentation, including quality assessments, non-conformance reports (NCRs), and material approval recommendations, to support decision-making and compliance efforts.
• Collaborate closely with contractors, laboratories, suppliers, and authorities to coordinate material procurement, testing, and implementation while aligning with environmental, health, and safety protocols.
• Mentor and guide junior engineering staff, Materials Inspectors, and Laboratory Technicians, fostering a culture of technical excellence and continuous improvement.

Technical Expertise Required

This role demands a **proven track record** in materials engineering for roads and highways, with a focus on quality assurance and technical compliance. Key requirements include:

• Deep technical knowledge of materials engineering principles, particularly in asphalt technology, concrete technology, geotechnical materials, and pavement design.
