Position Overview
HanmiGlobal is seeking an accomplished and visionary Quality Manager to lead the quality assurance and compliance strategy for a landmark multi-work package land and infrastructure development program in Riyadh, Saudi Arabia. This pivotal role will be embedded within our program management and Project Management Consultancy Management (PMCM) team, reporting directly to the Program Director. The successful candidate will be responsible for establishing, maintaining, and driving a robust Program Quality Management System (QMS) that ensures all quality-related activities across the program adhere to contractual obligations, regulatory standards, and the Client’s stringent expectations. This position demands a proactive leader capable of fostering a culture of excellence, accountability, and continuous improvement while overseeing the successful delivery of a mega-scale development program.
Key Responsibilities
The Quality Manager will play a central role in shaping the quality landscape of the program by executing the following core responsibilities:
- Program Quality Management System (QMS) Leadership: Develop, implement, and maintain a comprehensive QMS, including quality procedures, standards, templates, governance frameworks, and reporting mechanisms. Ensure seamless integration of quality practices across all program packages while upholding the highest standards of compliance and performance.
- Quality Assurance & Control Oversight: Review and validate Quality Management Plans submitted by Lead Developers, consultants, and contractors. Monitor the implementation and effectiveness of QA/QC processes to guarantee adherence to contractual requirements, engineering specifications, and applicable regulations. Oversee inspections, testing activities, quality records, and performance indicators to drive consistent excellence.
- Audit & Compliance Management: Design and execute a program-wide audit schedule, leading internal and external quality audits, surveillance activities, and compliance assessments. Ensure timely resolution of audit findings, non-conformances, Corrective and Preventive Actions (CAPA), and lessons learned to mitigate risks and enhance operational integrity.
- Continuous Improvement & Standards Compliance: Champion ISO 9001 compliance and other relevant quality management standards. Drive continuous improvement initiatives, quality awareness programs, and engineering excellence to elevate program performance and stakeholder confidence.
- Stakeholder Engagement & Reporting: Lead quality review meetings, workshops, and coordination sessions with PMCM teams, Lead Developers, consultants, contractors, and key stakeholders. Prepare executive-quality dashboards, KPI reports, management summaries, compliance assessments, and strategic recommendations for PMCM Management and the Client to facilitate informed decision-making.
- Risk Management & Strategic Support: Collaborate with risk management teams to identify quality-related risks and implement proactive measures to ensure project success. Promote a culture of accountability, transparency, and engineering excellence throughout the program lifecycle.
Requirements & Qualifications
To excel in this role, candidates must meet the following professional and educational criteria:
- Education: Bachelor’s Degree in Engineering, Construction Management, Quality Management, or a closely related discipline.
- Professional Accreditation: Chartered Professional membership or equivalent certification in quality management, engineering, or a related field.
- Experience: Minimum of fifteen (15) years of progressive experience in quality management, QA/QC, infrastructure delivery, urban development, or major capital projects. Prior involvement in PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations—particularly on large-scale infrastructure and land development programs in Saudi Arabia or the GCC—is highly desirable.
- Core Competencies:
- Expertise in Quality Management Systems (QMS) and ISO 9001 compliance.
- Proven leadership in Quality Assurance (QA) and Quality Control (QC) processes.
- Strong audit management, compliance monitoring, and engineering assurance capabilities.
- Proficiency in non-conformance and CAPA management, root cause analysis, and lessons learned integration.
- Experience in inspection and testing oversight, quality KPI reporting, and performance monitoring.
- Demonstrated ability in quality risk management, stakeholder engagement, and strategic problem-solving.
