Senior Commercial Manager

Position Overview

HanmiGlobal is seeking an accomplished and strategic-minded Senior Commercial Manager to lead the commercial management framework for a landmark multi-work package land and infrastructure development program in Riyadh, Saudi Arabia. Reporting directly to the Program Director, this pivotal role will provide program-level leadership in contract governance, commercial oversight, and financial compliance to ensure the successful delivery of a mega-scale development project on behalf of a major government entity. The ideal candidate will possess extensive experience in commercial and contract management within large-scale infrastructure or urban development programs, with a proven ability to integrate commercial rigor with strategic decision-making.

Key Responsibilities

The Senior Commercial Manager will be responsible for establishing and maintaining a robust commercial management framework that aligns with the program’s contractual obligations, regulatory requirements, and client strategic objectives. This includes developing and implementing commercial procedures, governance processes, and reporting standards to ensure consistency and transparency across all contract administration activities. The role demands a proactive approach to contract compliance, change control, and financial management, with a focus on mitigating commercial risks and optimizing project outcomes.

Core responsibilities include:

• Commercial Framework & Governance: Design, implement, and maintain a program-wide Commercial Management Framework, including commercial procedures, governance processes, and contractual standards to ensure alignment with client expectations and regulatory compliance.
• Contract Administration & Compliance: Oversee all contract administration activities across multiple work packages, ensuring adherence to contractual provisions, procurement strategies, and applicable laws while providing expert commercial and contractual advice to senior management and the client.
• Change & Claims Management: Lead the commercial assessment of variations, compensation events, design changes, and scope modifications, evaluating entitlement, valuation, and financial impacts to promote effective change management and claims avoidance. Coordinate dispute resolution activities with legal advisors and maintain comprehensive commercial records.
• Risk & Financial Oversight: Identify, assess, and monitor commercial risks in collaboration with the Risk Manager, implementing mitigation strategies to protect project objectives. Oversee payment certification processes, cost commitments, valuations, financial forecasts, and exposures to ensure fiscal accountability and transparency.
• Reporting & Stakeholder Engagement: Prepare and present commercial reports, executive dashboards, and strategic recommendations to PMCM Management and the Client. Lead commercial review meetings, workshops, and stakeholder coordination sessions to foster alignment and consistent governance across the program.

Qualifications & Professional Requirements

To excel in this role, candidates must meet the following qualifications and experience benchmarks:

• Education: Bachelor’s Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Law, or a related field. Chartered Professional membership or equivalent accreditation is highly desirable.
• Experience: Minimum of fifteen (15) years of progressive professional experience in commercial management, contract administration, claims management, or infrastructure delivery, with a strong preference for roles within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations. Direct experience on large-scale land development and infrastructure projects in Saudi Arabia or the GCC is essential.
