Program Director

Position Overview

HanmiGlobal is seeking an exceptional Program Director to lead a transformative multi-work package land and infrastructure development program in Riyadh, Saudi Arabia. This pivotal role demands visionary leadership and executive stewardship to oversee the successful delivery of a mega-scale program on behalf of a major government entity. The Program Director will serve as the principal liaison between HanmiGlobal and the Client, ensuring seamless alignment across all program dimensions—scope, schedule, cost, quality, safety, risk, sustainability, and stakeholder expectations—while driving strategic integration and operational excellence throughout the program lifecycle.

Key Responsibilities

The Program Director will be responsible for providing executive oversight and governance to a multidisciplinary PMCM (Program Management Consultancy Management) team, ensuring adherence to the highest standards of performance, compliance, and delivery. Core responsibilities include:

• Strategic Leadership & Governance: Establish and implement robust governance frameworks, reporting structures, and decision-making processes aligned with the Client’s strategic objectives. Develop and enforce performance management systems to monitor progress and drive accountability across all program stakeholders.
• Team Leadership & Development: Lead, mentor, and manage a high-performing PMCM leadership team, fostering a culture of collaboration, innovation, and continuous improvement. Cultivate an environment that encourages accountability and aligns with HanmiGlobal’s corporate values.
• Program Execution & Oversight: Direct all program activities, including planning, design management, procurement support, construction oversight, testing and commissioning, handover, and project close-out. Ensure seamless integration of technical, commercial, project controls, quality, HSE, and risk management functions.
• Commercial & Contract Management: Oversee commercial strategies, cost forecasting, contract administration, claims management, variations, and dispute resolution. Ensure Lead Developer performance aligns with approved scope, schedule, budget, quality, and contractual obligations.
• Risk, Quality & HSE Leadership: Champion program-wide risk management, quality assurance, and health, safety, and environmental (HSE) initiatives. Ensure full compliance with contractual, regulatory, and corporate requirements while mitigating potential risks.
• Stakeholder & Client Engagement: Serve as the primary executive interface with the Client and maintain strong relationships with Lead Developers, consultants, contractors, utility providers, government agencies, and key stakeholders. Facilitate high-level coordination sessions, governance reviews, and stakeholder workshops to resolve critical issues and drive strategic decisions.
• Performance Monitoring & Reporting: Review executive dashboards, KPIs, performance reports, and strategic recommendations to support data-driven decision-making. Proactively identify trends, challenges, and opportunities to optimize program performance.

Interface & Collaboration

The Program Director will engage with a diverse range of internal and external stakeholders to ensure program success:

• Internal Interfaces: HanmiGlobal Executive Management, Corporate Technical Support, Commercial, HR, Finance Departments, PMCM Project Team, and other relevant business units.
• External Interfaces: Client representatives, Lead Developers, Design Consultants, Contractors, Utility Providers, Government Authorities, Regulatory Agencies, Specialist Consultants, Third-Party Reviewers, and Community Stakeholders.

Qualifications & Experience

To excel in this role, candidates must meet the following requirements:

• Education: Bachelor’s Degree in Engineering, Construction Management, Architecture, or a related discipline. Chartered Professional membership or equivalent accreditation is highly desirable.
• Experience: Minimum of twenty (20) years of professional experience, with at least twelve (12) years in senior leadership roles such as Program Director, Projects Director, Project Director, or equivalent.
• Domain Expertise: Proven track record in leading major land development, infrastructure, transportation, utilities, urban development, or mega-project programs within PMCM, PMC, EPCM, or client-side organizations. Preference will be given to candidates with experience in Saudi Arabia or the GCC region.
• Core Competencies: Strategic program leadership, PMCM governance, mega infrastructure oversight, design and construction management, commercial and contract management, project controls, cost and risk management, and HSE leadership.
