Position Overview

Dussmann Ajlan & Bros is seeking a highly motivated and detail-oriented Commercial Consultant to join our dynamic team at our Headquarters in Riyadh, Saudi Arabia. In this pivotal role, you will be responsible for overseeing the end-to-end commercial governance of Facilities Management (FM) contracts, ensuring financial integrity, compliance, and value optimization across an assigned portfolio. Your expertise will be instrumental in safeguarding the commercial interests of both our clients and DAB FMC while maintaining rigorous financial controls and driving operational efficiency.

Key Responsibilities

The Commercial Consultant will play a critical role in managing financial and commercial aspects of FM contracts, with a focus on the following core responsibilities:

  • Commercial & Cost Governance Framework: Develop and implement robust commercial and cost control frameworks, including standardized templates, registers, and approval workflows for contracts, invoices, deductions, claims, and payment records to ensure transparency and compliance.
  • Invoice & Payment Management: Receive, review, validate, and register FMSP and vendor invoices against contractual terms, Key Performance Indicators (KPIs), deliverables, manpower compliance, Statements of Account (SOA), and supporting documentation to ensure accuracy and adherence to financial controls.
  • IPA / IPC Management: Prepare Interim Payment Applications (IPA) and Interim Payment Certificates (IPC), ensuring all supporting documents are complete, accurate, and compliant before obtaining the necessary approvals to facilitate timely payments.
  • Variation & Change Management: Oversee variation logs, validate pricing adjustments, manage approvals, and assess the financial impact of changes on revenue and cost to maintain budgetary discipline and contractual integrity.
  • Budget & Cost Control (Cash Out): Develop, monitor, and control budgets, expenditures, accruals, and financial forecasts; proactively identify risks of overspending and explore cost-saving opportunities to enhance financial performance.
  • KPI-Linked Commercial Control: Evaluate KPI performance and apply contract-compliant deductions, penalties, or adjustments where necessary to ensure service quality and contractual obligations are met.
  • Purchase Order Commercial Review: Validate supplier invoices against Purchase Order (PO) terms, approved rates, quantities, Goods Receipt Notes (GRN), Service Receipt Notes (SRN), and delivery compliance before certifying payments to prevent discrepancies and financial losses.
  • Procurement & Cost Evaluation: Support Requests for Quotations (RFQs), tender evaluations, benchmarking, and supplier comparisons to ensure cost efficiency, value for money, and alignment with organizational objectives.
  • Subcontractor Commercial & Cost Review: Validate subcontractor costs and invoices, ensuring compliance with upstream contract requirements and maintaining back-to-back commercial alignment to mitigate financial risks.
  • Financial Performance Monitoring: Track project profitability by aligning revenue against cost, providing variance analysis, and delivering financial insights to support strategic decision-making and financial accountability.
  • Contract Registers Management: Maintain comprehensive registers for invoices, IPCs, POs, Purchase Requisitions (PRs), deductions, variations, claims, warranties, and service contracts to ensure organized and auditable financial records.
  • Commercial & Cost Reporting: Develop and present dashboards and reports that cover payment status, deductions, claims, variations, cash flow, liabilities, cost, revenue, and overall commercial performance to stakeholders at all levels.

Technical & Professional Requirements

To excel in this role, candidates must possess a strong foundation in commercial and financial management within Facilities Management environments, along with proficiency in the following areas:

  • In-depth knowledge of FM contract structures, including lump sum, measured term, and performance-based contracts.
  • Understanding of the commercial impact of Service Level Agreements (SLAs) and Key Performance Indicators (KPIs), including penalties, deductions, and incentives.
  • Expertise in invoice validation, IPA/IPC preparation, contract administration, SOA review, PO/GRN/SRN validation, and payment certification.
  • Proficiency in variation management, cost planning, Bill of Quantities (BOQ) and Statement of Work (SoW) interpretation, procurement evaluation, and payment certification.
  • Experience in claims management, dispute resolution, cost control, financial forecasting, and commercial risk management.
  • Strong budgeting, cost tracking, and financial reporting skills within FM environments.
  • Awareness of ISO 9001 and ISO 41001 standards and their application in commercial and financial governance.

Systems & Digital Proficiency

The ideal candidate will be adept at utilizing a range of financial and commercial systems and tools, including:

  • RP / finance systems
  • Excel-based cost and financial models
  • CAFM/CMMS platforms such as Maximo for Work Order (WO) validation
  • Power BI for creating interactive dashboards and reports
  • Contract and payment registers for invoices, IPCs, claims, variations, and cost tracking
  • Document control systems for maintaining organized and accessible records
