Position Overview
HanmiGlobal is seeking an accomplished and highly skilled Senior Telecom Engineer to join our Program Management and Construction Management (PMCM) team in Saudi Arabia. This critical role is designed to deliver expert-level telecommunications and ICT engineering oversight, technical governance, and assurance for a landmark, multi-work package land and infrastructure development program in Riyadh. The successful candidate will play a pivotal role in ensuring the seamless integration, compliance, and operational excellence of advanced telecommunications, ICT, and smart infrastructure systems, all under the strategic direction of the Technical Manager. This position is integral to the successful delivery of one of the most significant development initiatives in the region, contributing to the advancement of digital and smart city capabilities.
Key Responsibilities
As a Senior Telecom Engineer, you will be responsible for providing high-level technical expertise and leadership in the following areas:
- Technical Review and Compliance: Conduct rigorous reviews of telecommunications engineering reports, ICT strategies, network studies, and design drawings prepared by Lead Developers to ensure full compliance with approved standards, client requirements, and regulatory frameworks. Your assessments will be critical in validating the integrity and functionality of fiber optic backbone networks, telecommunications duct banks, and communication system architectures.
- Smart Infrastructure and Digital Transformation: Evaluate smart city infrastructure proposals, intelligent systems integration, and digital infrastructure initiatives to confirm their scalability, future-readiness, and alignment with the program’s long-term vision. Your expertise will help shape a resilient and adaptive digital ecosystem capable of supporting evolving technological demands.
- Program-Level Governance and Assurance: Lead the implementation of robust technical governance and engineering assurance processes across all work package submissions. This includes identifying and mitigating telecommunications and ICT-related compliance risks while fostering a culture of engineering excellence and continuous improvement.
- Multidisciplinary Coordination: Collaborate closely with the Technical Manager, Senior Electrical Engineer, and cross-functional program teams to resolve interface conflicts and ensure the seamless integration of multidisciplinary infrastructure designs. Your ability to facilitate alignment between diverse technical disciplines will be essential to maintaining project cohesion.
- Design Change Evaluation: Assess the technical, operational, and lifecycle impacts of design modifications and telecommunications-related Value Engineering proposals. Your insights will support informed decision-making and enhance the overall efficiency and sustainability of the program.
- Stakeholder Engagement and Approvals: Act as a specialist advisor during technical workshops, design reviews, and coordination meetings, providing expert guidance to resolve implementation challenges. Engage with Lead Developers, consultants, telecom service providers, and regulatory authorities to streamline network connectivity and secure necessary approvals, ensuring timely project progression.
- Technical Reporting and Documentation: Prepare comprehensive technical review comments, engineering assessments, and executive summaries for the Technical Manager, PMCM Management, and the Client. Your reports will serve as a critical foundation for strategic decision-making and stakeholder communication.
Requirements
Qualifications and Professional Experience
- Bachelor’s Degree in Telecommunications Engineering, Electronic Engineering, Communications Engineering, ICT Engineering, Electrical Engineering, or a closely related field.
- Chartered Professional membership or equivalent professional accreditation, demonstrating a commitment to industry standards and continuous professional development.
- Minimum of fifteen (15) years of progressive professional experience in telecommunications infrastructure, ICT systems, fiber optic networks, smart city infrastructure, or large-scale capital projects.
- Proven track record in PMCM, PMC, consultancy, developer, telecommunications operator, or client-side organizations, with a preference for candidates who have contributed to major infrastructure and land development initiatives in Saudi Arabia or the broader GCC region.
