Position Overview

HanmiGlobal is seeking a seasoned and results-driven Procurement Engineer to join our Program Management and Project Management Consultancy (PMCM) team in Saudi Arabia. In this pivotal role, you will serve as the backbone of procurement operations for a landmark multi-work package land and infrastructure development program in Riyadh, executed on behalf of a prominent government entity. Your expertise will be instrumental in driving the seamless coordination, tracking, and reporting of procurement activities, ensuring alignment with project schedules, technical specifications, contractual obligations, and strategic delivery objectives. This position offers a unique opportunity to contribute to the successful execution of a transformative development program that will shape the future of the region.

Key Responsibilities

As a Procurement Engineer, you will play a critical role in overseeing and optimizing procurement processes to support the program’s ambitious goals. Your core responsibilities will include:

  • Strategic Procurement Oversight: Review and validate procurement plans, schedules, and sourcing strategies submitted by Lead Developers to ensure full alignment with approved program milestones, construction requirements, and long-term objectives.
  • Progress Monitoring & Risk Mitigation: Track procurement progress, key milestones, and critical deliverables while proactively identifying potential delays. Develop and implement mitigation and recovery plans to address procurement-related risks and safeguard project timelines.
  • Long-Lead Item Management: Monitor the procurement status of critical materials, equipment, utility components, and specialist systems, ensuring timely manufacturing, logistics, and delivery to prevent supply chain disruptions.
  • Supply Chain & Performance Tracking: Evaluate supply chain performance, including manufacturing lead times, logistics efficiency, and supplier reliability, to identify bottlenecks and recommend corrective actions.
  • Documentation & Compliance Assurance: Maintain comprehensive procurement registers, tracking logs, and performance databases while ensuring strict adherence to approved procurement procedures, governance frameworks, contractual obligations, and audit requirements.
  • Stakeholder Collaboration & Reporting: Prepare and present procurement dashboards, executive reports, KPI summaries, and performance analyses for PMCM Management and the Client. Facilitate seamless coordination between Planning & Scheduling, Technical, Commercial, and Project Controls teams to integrate procurement activities across all program packages.
  • Risk Management & Continuous Improvement: Identify procurement-related risks, monitor mitigation measures, and support contingency planning initiatives. Participate in procurement review meetings, workshops, audits, and best practice initiatives to enhance procurement governance and supply chain efficiency.

Qualifications & Experience

To excel in this role, you must possess the following qualifications and professional background:

  • A Bachelor’s Degree in Engineering, Procurement, Supply Chain Management, Construction Management, Quantity Surveying, Business Administration, or a related field.
  • A minimum of ten (10) years of progressive experience in procurement, supply chain management, infrastructure delivery, construction, urban development, or major capital projects.
  • Proven experience within PMCM, PMC, consultancy, developer, contractor, or client-side organizations, with a strong preference for candidates who have contributed to major land development and infrastructure projects in Saudi Arabia or the GCC region.

  • Procurement Planning & Monitoring: Ability to develop, track, and optimize procurement strategies to align with project objectives.
  • Supply Chain & Logistics Management: Proficiency in managing end-to-end supply chain operations, including vendor selection, contract negotiations, and logistics coordination.
  • Long-Lead Item Tracking: Expertise in monitoring critical procurement timelines to prevent delays in project execution.
  • Procurement Scheduling & Reporting: Strong analytical skills to generate actionable insights through procurement dashboards and performance reports.
  • Supplier Performance Monitoring: Experience in evaluating supplier performance and enforcing compliance with contractual terms.
  • Procurement Compliance & Governance: Deep understanding of procurement regulations, audit requirements, and ethical sourcing practices.
  • Procurement Risk Assessment: Capability to identify, assess, and mitigate procurement-related risks to ensure project continuity.
  • PMIS & Digital Procurement Systems: Familiarity with Project Management Information Systems (PMIS) and digital procurement tools to streamline processes.
  • Data Analysis & Performance Reporting: Strong data analysis skills to interpret procurement metrics and drive data-driven decision-making.
  • Stakeholder Coordination, Communication, and Problem Solving: Excellent interpersonal and communication skills to collaborate effectively with cross-functional teams and resolve procurement challenges.
