Position Overview
We are seeking a highly skilled and experienced Execution Specialist to join our team at the Zakat, Tax and Customs Authority (ZATCA). This role is pivotal in driving operational excellence through the development and implementation of robust investigation strategies, ensuring compliance with regulatory standards, and maintaining the integrity of our internal processes. Key Responsibilities
The Execution Specialist will play a critical role in enhancing ZATCA’s investigative framework by performing a wide range of duties, including:
- Strategic Development and Research: Conduct in-depth research and comparative studies to identify trends, risks, and best practices in investigations. Utilize findings to contribute to the development of a comprehensive and forward-thinking investigation strategy for ZATCA, ensuring alignment with organizational objectives and regulatory requirements.
- Tool and Process Enhancement: Collaborate with cross-functional teams to design, refine, and disseminate investigative tools, templates, and checklists. These resources will standardize procedures, improve efficiency, and support consistent decision-making across all investigative functions within ZATCA.
- Employee Awareness and Training: Assist in the development and delivery of mandatory training programs focused on ZATCA’s code of conduct. Educate employees on ethical standards, compliance obligations, and the importance of maintaining a culture of integrity, thereby fostering a proactive approach to risk mitigation.
- Case Management and Documentation: Maintain and update a centralized database system to track all ongoing and closed investigation cases. Ensure accurate, secure, and accessible archiving of case-related data for future reference, audits, and reporting purposes.
- Evidence Collection and Preliminary Assessments: Receive and process cases through official correspondence channels and emails. Gather credible evidence, request documentation from relevant stakeholders, and conduct preliminary assessments to evaluate potential risks, identify root causes, and determine the necessity of formal investigations.
- Subpoena Preparation and Case Resolution: Prepare and issue subpoenas to concerned employees or parties to initiate formal investigation processes. Analyze collected evidence, conduct thorough assessments, and recommend appropriate resolutions to ensure cases are resolved efficiently and in accordance with ZATCA’s policies.
- Reporting and Stakeholder Communication: Develop comprehensive case summarizing reports that detail the progress of investigations, including employee statements, procedural notes, and recommended actions. Present these reports to senior leadership, such as the Governor and Deputy Governor, to secure necessary approvals and ensure adherence to investigation policies. Communicate approved recommendations to relevant stakeholders to facilitate timely implementation of corrective measures, including disciplinary actions when warranted.
- Policy Compliance and Process Optimization: Adhere strictly to all relevant policies, processes, and standard operating procedures to maintain a controlled and consistent operational environment. Identify opportunities for process improvements and contribute to the enhancement of ZATCA’s investigative framework.
- Team Support and Escalation Management: Provide guidance and support to junior team members to resolve escalated issues and ensure the efficient execution of tasks. Escalate complex problems to senior management or designated authorities to guarantee that cases and operational challenges are addressed comprehensively and resolved in a timely manner.
Qualifications and Competencies
To excel in this role, candidates must meet the following criteria:
- Education: A Bachelor’s degree in Legal Studies or an equivalent field is required. Advanced degrees or certifications in related disciplines are considered advantageous.
- Experience: A minimum of four years of relevant professional experience is essential. Candidates with a background in legal advisory, compliance, or investigative roles within regulatory authorities or similar organizations will be highly preferred.
