Role Overview
The Senior Technical Office Engineer plays a pivotal role in ensuring the commercial and contractual integrity of our development projects. This position demands a strategic blend of technical expertise, financial acumen, and meticulous project oversight to drive cost efficiency, contractual compliance, and financial accountability. You will serve as the linchpin between technical execution, financial management, and stakeholder coordination, ensuring that every project adheres to budgetary constraints, contractual obligations, and organizational standards. Your contributions will directly impact the success of our projects and the sustained growth of our business.
Key Responsibilities
- Cost Control & Financial Management: Prepare, review, and validate Bills of Quantities (BOQs), cost estimates, and tender documents to ensure accuracy and alignment with project budgets. Develop and maintain detailed project cash flow forecasts, cost control reports, and financial performance analyses to mitigate risks and optimize expenditures.
- Tendering & Contract Administration: Conduct rigorous technical and financial evaluations of contractor quotations, ensuring competitive pricing while maintaining quality standards. Manage the entire tendering lifecycle, from document preparation to contractor selection, with a focus on transparency and compliance.
- Financial Coordination & Compliance: Oversee contractor payments, invoices, claims, and variation orders, ensuring timely processing and adherence to contractual terms. Monitor project budgets in real-time, identifying variances and implementing corrective actions to safeguard financial health. Ensure strict compliance with contractual frameworks, including FIDIC and other industry-standard agreements.
- Stakeholder Collaboration: Act as a liaison between internal teams, consultants, and contractors to facilitate seamless communication and alignment. Review shop drawings and technical submittals to verify compliance with project specifications and contractual requirements. Address discrepancies proactively to prevent delays and cost overruns.
- Risk Management & Reporting: Assess commercial risks associated with contractual clauses and project execution, providing actionable insights to senior leadership. Generate comprehensive reports on project financials, risks, and mitigation strategies to support informed decision-making.
Requirements
Qualifications
- Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field.
- Professional certification in contracts or cost management (e.g., PMP, RICS, or equivalent) is highly desirable.
Experience
- Minimum of 8–12 years of progressive experience in technical office roles, cost control, or quantity surveying within the construction or real estate development sectors.
- Proven track record in managing commercial, residential, and villa projects, with a deep understanding of their unique cost and contractual dynamics.
Knowledge & Skills
- Expertise in contracts, tendering processes, and cost control systems, with hands-on experience in FIDIC and other standard contractual frameworks.
- Advanced proficiency in Excel and specialized cost control software (e.g., Primavera, MS Project, or similar tools).
- Strong analytical abilities to evaluate financial data, interpret contractual clauses, and assess commercial risks.
- Exceptional coordination and negotiation skills to manage relationships with contractors, consultants, and internal stakeholders.
