Senior Executive Engineer – Roads & Infrastructure

We are seeking a seasoned and visionary Senior Executive Engineer with a minimum of 10 years of progressive experience in the construction industry to lead our Roads & Infrastructure division with technical excellence and strategic oversight. In this pivotal role, you will serve as the primary technical authority, driving the successful execution of high-impact projects while ensuring alignment with organizational goals, regulatory standards, and budgetary constraints. Your leadership will be instrumental in fostering collaboration among government stakeholders, including Amanah and MOMRA, consultants, and internal teams to deliver world-class infrastructure solutions.

Key Responsibilities

As the Senior Executive Engineer, you will be entrusted with the following core responsibilities:

• Strategic Project Leadership: Oversee the planning, design, and execution of large-scale road and municipal infrastructure projects, ensuring adherence to technical specifications, safety protocols, and environmental regulations.
• Technical Decision-Making: Act as the primary technical authority, providing expert guidance on complex engineering challenges, material selection, and construction methodologies to optimize project outcomes.
• Stakeholder Coordination: Facilitate seamless communication and collaboration between government entities, consultants, contractors, and internal teams to ensure project alignment with regulatory requirements and organizational objectives.
• Quality Assurance & Compliance: Implement rigorous quality control measures, conduct site inspections, and ensure compliance with KSA construction standards, including highway engineering best practices and utility management protocols.
• Budget & Resource Management: Monitor project expenditures, resource allocation, and timelines to ensure efficient execution while maintaining cost-effectiveness and minimizing delays.
• Innovation & Continuous Improvement: Drive the adoption of cutting-edge technologies and sustainable practices in infrastructure development to enhance project efficiency and long-term durability.

Qualifications & Requirements

To excel in this role, candidates must meet the following qualifications and professional attributes:

• Education: A Bachelor’s degree in Civil Engineering from a recognized institution.
• Experience: A minimum of 10 years of progressive experience in the construction industry, with at least 5 years in a senior or leadership capacity specifically focused on large-scale road, highway, and municipal infrastructure projects within the Kingdom of Saudi Arabia (KSA).
• Technical Proficiency: In-depth knowledge of highway engineering principles, advanced soil and asphalt technology, and infrastructure utility management systems.
• Leadership & Communication: Proven ability to lead multidisciplinary teams, mentor junior engineers, and communicate complex technical concepts effectively to stakeholders at all levels.
• Certifications & Compliance: Valid professional certifications (e.g., PMP, PE) and familiarity with KSA construction regulations and safety standards are highly desirable.
• Problem-Solving & Adaptability: Exceptional analytical skills with the ability to navigate challenges in dynamic project environments while maintaining a focus on delivering high-quality results.
