Environment, Health and Safety Manager

About the Role

Alfanar Engineering Services is seeking a seasoned Environment, Health and Safety (EHS) Manager to lead our commitment to operational excellence and regulatory compliance in Riyadh, Saudi Arabia. The ideal candidate will possess 12–15 years of progressive experience in electrical engineering, EPC projects, substations, testing & commissioning, or industrial operations, with a proven track record in HSE leadership. This role demands strategic oversight to ensure adherence to Saudi Arabian HSE regulations, client-specific requirements, and ISO 45001 standards, while fostering a culture of proactive safety across all organizational activities.

As a key member of our leadership team, you will drive the implementation of robust Health, Safety & Environment Management Systems (HSEMS), ensuring seamless integration of safety protocols into daily operations. Your expertise will be instrumental in managing high-risk electrical and industrial activities, influencing operational decisions, and embedding a safety-first mindset throughout the organization. NEBOSH certification and demonstrated leadership in HSE management are essential for this role.

Key Responsibilities

• Strategic HSE Leadership: Develop, implement, and continuously improve the company’s HSE Management System (HSEMS) across all operational sites, ensuring alignment with Saudi regulations, client expectations, and international standards.
• Regulatory Compliance: Ensure full compliance with Saudi Arabian HSE legislation, including MHRSD requirements, Civil Defense regulations, environmental laws, and client specifications, while maintaining ISO 45001 certification.
• Safety Culture Development: Champion a proactive safety culture through leadership, mentoring, and employee engagement initiatives, fostering accountability and ownership at all levels of the organization.
• Technical HSE Support: Provide expert guidance to project managers, engineering teams, workshop supervisors, maintenance personnel, and testing & commissioning teams to mitigate risks and enhance operational safety.
• High-Risk Activity Management: Oversee HSE planning and execution for critical activities, including:
  • High-voltage electrical works and energization/de-energization procedures
  • Testing & commissioning of electrical systems
  • Relay and protection testing
  • Lifting operations and working at height
  • Confined space entry and excavation activities
  • Temporary power systems and heavy equipment operations
• Safety Protocols Enforcement: Implement and enforce Permit to Work (PTW), Lockout/Tagout (LOTO), isolation procedures, electrical safety controls, and energy isolation requirements to prevent incidents.
• Inspections and Audits: Conduct regular HSE inspections, audits, and compliance assessments across workshops and project sites to identify hazards and ensure adherence to safety protocols.
• Contractor Oversight: Monitor contractor HSE performance, ensuring alignment with company and client safety standards through rigorous evaluations and corrective actions.
• Incident Management: Lead thorough incident investigations, determine root causes, implement corrective and preventive measures, and disseminate lessons learned to prevent recurrence.
• Performance Monitoring: Develop and track HSE KPIs, performance dashboards, and management review reports to drive continuous improvement and accountability.
• Training and Competency Development: Identify training needs and coordinate HSE awareness programs for employees and contractors to enhance safety knowledge and skills.
• Emergency Preparedness: Establish and maintain emergency response plans, conduct drills, and coordinate with authorities to ensure readiness for potential incidents.
• Environmental Stewardship: Promote environmental protection initiatives, including waste management, spill prevention, pollution control, and sustainable work practices.
• Authority to Intervene: Exercise the authority to halt unsafe work immediately when imminent danger is identified, ensuring corrective actions are implemented before work resumes.

Qualifications

• Education: Bachelor’s degree in Engineering (preferably Electrical) or a related discipline.
• Professional Certifications:
  • NEBOSH International Diploma (Level 6) or equivalent
  • NEBOSH International General Certificate (IGC) – mandatory if Diploma is not held
  • ISO 45001 Lead Auditor or Internal Auditor certification (preferred)
  • Incident Investigation certification
  • Train-the-Trainer certification (preferred)
  • Membership in IOSH, IIRSM, or equivalent professional body
  • Electrical Safety / NFPA 70E certification (advantageous)
• Experience: Minimum of 12–15 years of progressive HSE experience, with at least 5 years in a managerial or leadership role. Proven expertise in one or more of the following areas:
  • Electrical engineering projects
  • EPC projects
  • High-voltage substations
  • Testing & commissioning
  • Power transmission & distribution
  • Industrial maintenance
  • Manufacturing/workshop operations
