About the Role

Qiddiya Investment Company is seeking an accomplished and visionary Senior Director - Project Delivery to lead the strategic execution of high-impact projects within the Strategic Delivery Unit (SDU). This pivotal leadership position is responsible for overseeing the end-to-end delivery of complex, large-scale initiatives, ensuring alignment with Qiddiya’s long-term strategic objectives. The ideal candidate will bring deep expertise in project management, governance, and operational excellence to drive the successful completion of projects while maintaining the highest standards of quality, safety, sustainability, and financial performance.

Key Responsibilities

The Senior Director - Project Delivery will play a critical role in shaping and implementing Qiddiya’s project delivery framework, ensuring consistency, efficiency, and compliance across all business units. Core responsibilities include:

• Strategic Framework Development: Establish and continuously update a robust project delivery and governance framework that accommodates all delivery methodologies, including self-delivery, delivery partners, construction management, and traditional approaches. This includes developing and refining policies, processes, procedures, manuals, and templates to standardize project execution across the organization.
• Governance and Operational Leadership: Define and implement a comprehensive governance structure, including detailed RACI matrices for all project stages. Collaborate closely with the HQ Operations Director and Project Director (Design) to establish a cohesive operational model that spans the entire project lifecycle, from inception to handover.
• Project Delivery Strategy and Standards: Develop and maintain project delivery strategy requirements and templates applicable to all projects and delivery models. Ensure these strategies are integrated with technical and peer review processes in coordination with the Technical Director.
• HSSE and Sustainability Oversight: Lead the development and enforcement of Health, Safety, Security, and Environmental (HSSE) management requirements for the construction and delivery phases. This includes establishing site governance protocols, conducting audits and reviews, and collaborating with HSE and Security Managers to ensure compliance. Additionally, oversee the integration of sustainability management requirements throughout the delivery phase in partnership with Sustainability Managers.
• Quality Assurance and Compliance: Implement and enforce rigorous quality management systems during construction, encompassing inspections, testing, defect management, and handover protocols. Ensure all projects adhere to Qiddiya’s policies, processes, and regulatory requirements, with a strong emphasis on delivering projects on time, within budget, and to the highest quality standards.
• Cross-Functional Collaboration: Partner with the MMC Director to establish and integrate a Modern Methods of Construction (MMC) strategy across all delivery models. Work alongside the Procurement Director to define contractor, supplier, and construction service requirements, including prequalification and RFP processes. Support the HQ Executive Director in preparing presentations and submissions for business line, project, and budget approvals.
• Special Projects Leadership: Take full accountability for the delivery of special HQ projects, including securing all necessary approvals, managing internal and external stakeholders, ensuring financial closure, and overseeing project handover. Ensure these projects comply with all Qiddiya policies, HSSE standards, budgetary constraints, and schedule requirements.
• Business Unit Support and Continuous Improvement: Provide peer reviews, guidance on consultant selection and management (including PMC), and conduct project audits to ensure compliance with established processes and standards. Support business units in resolving complex delivery and site execution challenges, and contribute to the continuous improvement of HQ management and governance frameworks by incorporating feedback from business units.
• Training and Capability Building: Develop and lead training initiatives to ensure the effective implementation of policies, processes, and procedures across the organization. Actively participate in Qiddiya’s mentoring and capability-building programs to foster a culture of excellence and professional growth.

Requirements

To excel in this role, candidates must meet the following qualifications and possess the necessary skills:

• Education: A Bachelor’s degree in architecture or engineering is required. A Master’s degree in a related field is highly preferred.
• Professional Experience: Proven track record of at least 15 years in project delivery, with a minimum of 10 years in a senior leadership role overseeing large-scale, complex projects. Experience in the construction, infrastructure, or real estate development sectors is highly desirable.
• Technical Proficiency: Deep understanding of project management methodologies, governance frameworks, and delivery models. Familiarity with Modern Methods of Construction (MMC), procurement processes, and quality assurance systems is essential.
• HSSE and Sustainability Expertise: Comprehensive knowledge of Health, Safety, Security, and Environmental (HSSE) regulations and sustainability best practices, with a proven ability to implement and enforce these standards in a construction environment.
• Leadership and Communication: Exceptional leadership skills with the ability to inspire and guide cross-functional teams. Strong communication and stakeholder management abilities to engage with executives, business units, contractors, and external partners effectively.
• Analytical and Problem-Solving Skills: Demonstrated ability to analyze complex project challenges, identify root causes, and implement data-driven solutions to mitigate risks and optimize delivery outcomes.
