About the Role

We are seeking a seasoned and visionary Program Manager to lead, orchestrate, and deliver a portfolio of complex, interdependent projects that drive digital and IT transformations. This pivotal role will bridge the gap between strategic vision and tactical execution, ensuring seamless alignment with organizational objectives while fostering collaboration across technical, business, and executive teams. Key Responsibilities

• Strategic Program Governance: Define, scope, and oversee the execution of multiple high-impact programs, ensuring every initiative is meticulously aligned with client expectations, business goals, and regulatory requirements. Drive clarity in program objectives and measure success through quantifiable outcomes.
• Stakeholder & Executive Engagement: Act as the primary liaison between senior leadership, client representatives, and cross-functional teams. Facilitate transparent communication through structured status updates, steering committee meetings, and executive briefings, translating technical complexities into actionable business insights.
• Cross-Functional Leadership: Harmonize efforts across diverse teams, including Agile/Scrum product squads, technical architects, business analysts, QA engineers, and low-code developers (OutSystems, .NET, Angular). Foster a culture of accountability, collaboration, and continuous improvement to eliminate silos and accelerate delivery.
• Resource & Budget Optimization: Strategically allocate resources, manage program budgets, and ensure optimal utilization of talent across .NET, low-code platforms, CRM systems (Creatio), and frontend technologies. Balance capacity constraints with delivery demands to maintain momentum.
• Risk & Dependency Management: Proactively identify, assess, and mitigate program-level risks, dependencies, and bottlenecks. Develop contingency plans to address unforeseen challenges and ensure uninterrupted progress toward milestones.
• Scope & Change Control: Lead rigorous scope management processes, evaluating the impact of changes on timelines, budgets, and quality. Champion disciplined change control to prevent scope creep and uphold program integrity.
• Quality & Compliance Assurance: Uphold rigorous standards for quality, security, and governance throughout the software development lifecycle (SDLC). Collaborate with QA teams to implement robust testing frameworks and ensure deliverables meet enterprise-grade requirements.
• Process Innovation: Continuously evaluate and refine project management methodologies, delivery frameworks, and operational workflows. Drive the adoption of best practices to enhance efficiency, predictability, and scalability across teams.

Qualifications & Competencies

To excel in this role, candidates must demonstrate a proven track record in program management within software development, digital transformation, or IT consulting. The following qualifications and skills are essential:

• Education: Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related technical/management discipline. Advanced degrees or certifications are a plus.
• Experience: Minimum of 6–9 years in program/project management, with a focus on large-scale, multi-vendor, or enterprise-level initiatives. Prior experience in digital transformation, IT modernization, or CRM implementations is highly desirable.
• Technical & Methodological Expertise:
  • Mastery of Agile/Scrum frameworks, Scaled Agile (SAFe), or hybrid project management methodologies.
  • Proficiency in enterprise project management tools such as Jira, Confluence, Microsoft Project, or Monday.com.
  • Strong technical acumen in custom software development (.NET, Angular), low-code platforms (OutSystems), enterprise CRMs (Creatio), and cloud environments.
• Leadership & Soft Skills:
  • Exceptional ability to influence, negotiate, and drive alignment among diverse stakeholders, including executives, technical teams, and clients.
  • Superior communication skills, with the capacity to articulate complex technical concepts to non-technical audiences and present strategic insights to leadership.
  • Analytical problem-solving mindset, coupled with strong conflict resolution and decision-making abilities under pressure.
• Preferred Qualifications:
  • Experience delivering projects within government sectors or large enterprises in the GCC region.
  • Background in software engineering, system architecture, or business analysis, particularly in early career roles.
  • Certifications such as PgMP (Program Management Professional), PMP (Project Management Professional), or ITIL are advantageous.
