Procurement Engineer

Job Summary

The Procurement Engineer plays a pivotal role in our bidding process, ensuring accurate cost estimates, competitive pricing, and strategic sourcing. This role requires a strong understanding of procurement principles, exceptional analytical skills, and the ability to work effectively in a team environment.

Responsibilities

• Bidding and Tender Support
• Review and analyze RFPs, scope documents, drawings, and other relevant materials to identify pricing requirements, gaps, risks, and clarifications.
• Prepare bid cost plans, pricing workbooks, commercial schedules, and supporting documentation for technical and commercial submissions.
• Coordinate with the Bid Manager to ensure work winning gates, internal approvals, tender timelines, and submission requirements are met.
• Support pre-bid meetings, site visits, clarification responses, value engineering workshops, BAFO submissions, negotiations, and post-tender commercial clarifications.
• Maintain bid files, pricing records, and other relevant documents for auditability and future reference.
• Estimation and Cost Modelling
• Develop bottom-up cost estimates for various services, materials, and overhead allocations.
• Build, update, and validate Excel-based cost models, incorporating labor loading, productivity assumptions, escalations, and other relevant factors.
• Use actual costs, historical benchmarks, supplier quotes, and market rates to inform cost estimates, clearly documenting assumptions and risk allowances.
• Procurement and Supply Chain Responsibilities for Bidding
• Prepare procurement enquiry packages, RFQs, and quotation comparison sheets for subcontracted services, materials, and equipment required for bids.
• Coordinate with Procurement to identify approved vendors, framework suppliers, local content options, long-lead items, compliance requirements, and alternative sourcing strategies.
• Obtain, validate, and normalize vendor quotations to ensure like-for-like comparison, scope completeness, commercial validity, and other relevant factors.
• Negotiate or support the negotiation of bid-stage supplier pricing, discounts, credit terms, delivery schedules, and commercial clarifications in coordination with Procurement.
• Highlight procurement risks, single-source dependencies, quote validity, lead-time exposure, escalation exposure, and assumptions that must be reflected in the bid price or commercial qualifications.
• Create bid procurement trackers showing packages, responsible owners, quote status, selected supplier basis, price validity, compliance status, and pending actions.
• Occupational and Workplace Health and Safety responsibilities
• Adhere to all Khidmah health, safety, and environmental (HSE) policies, procedures, practices, and relevant legal and statutory requirements.
• Information Security responsibilities
• Comply with Khidmah Information Security Policies.
• Be aware of and fulfill information security responsibilities.
• Ensure that those handling sensitive company information have taken the Security Awareness Training.
• Know how to report a security incident.
• Not disable the OS firewall and/or Antivirus.
• Restrict use to authorized purposes, protect access accounts, privileges, and associated passwords.
• Accept accountability for individual user accounts and maintain compliance with information security policies.
