IT Project Manager (Government & Giga Projects)

Position Overview

We are currently seeking a seasoned and results-driven IT Project Manager to spearhead the execution of high-impact IT services engagements for government entities, Giga Projects, and enterprise clients across Saudi Arabia. This pivotal role demands a proven track record in managing complex portfolios encompassing Cloud Infrastructure, Enterprise Applications, Digital Transformation initiatives, and Managed Services. The ideal candidate will be responsible for overseeing the end-to-end delivery of large-scale projects, leading dynamic delivery teams, ensuring financial accountability, and maintaining robust governance frameworks to achieve operational excellence and exceed customer expectations.

Key Responsibilities

Project & Program Delivery

The IT Project Manager will be entrusted with the following core responsibilities:

• End-to-End Project Management: Oversee the complete lifecycle of Cloud Infrastructure, Enterprise Applications, Managed Services, and Digital Transformation projects, from initiation to closure, ensuring adherence to scope, timelines, budget, and quality standards.
• Strategic Planning & Execution: Develop comprehensive project plans, delivery roadmaps, resource allocation strategies, and governance frameworks to align with business objectives and client requirements.
• Multi-Project Leadership: Manage a diverse portfolio of concurrent projects and programs, ensuring seamless coordination, risk mitigation, and issue resolution to maintain project momentum and deliver measurable outcomes.
• Performance Monitoring: Continuously track project progress, dependencies, risks, and change requests, implementing corrective actions as necessary to safeguard project success and contractual compliance.

Managed Services Delivery

In the realm of Managed Services, the role involves:

• Service Transition & Transformation: Lead the seamless transition of services into steady-state operations, ensuring alignment with Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and customer satisfaction metrics.
• Operational Governance: Establish and maintain robust governance structures to monitor service performance, drive continuous improvement initiatives, and optimize operational efficiency.
• Stakeholder Coordination: Collaborate closely with service delivery teams to ensure uninterrupted operations, proactive issue resolution, and alignment with client expectations.

Government & Giga Projects Leadership

The successful candidate will play a critical role in delivering strategic initiatives for government entities, public sector organizations, and Giga Projects by:

• Complex Stakeholder Management: Navigate intricate stakeholder environments involving government officials, consultants, vendors, and executive leadership to ensure alignment and successful project delivery.
• Regulatory & Compliance Oversight: Ensure strict adherence to governance frameworks, regulatory requirements, security protocols, and contractual obligations throughout the project lifecycle.
• Transformation Delivery: Drive large-scale digital transformation initiatives that deliver tangible business outcomes, operational efficiencies, and long-term value for stakeholders.

Portfolio & Financial Management

Financial stewardship and strategic resource allocation are central to this role, including:

• Budget & Revenue Management: Oversee high-value project portfolios with full accountability for budget adherence, revenue generation, profitability, and resource utilization.
• Financial Forecasting: Develop and maintain accurate financial forecasts, cost management plans, and revenue tracking mechanisms to support informed decision-making.
• Executive Reporting: Prepare and present comprehensive project and portfolio status reports to senior leadership, ensuring transparency and alignment with organizational goals.

Leadership & Team Development

The IT Project Manager will lead and inspire a high-performing cross-functional team, including:

• Team Leadership: Manage teams of 30+ professionals across multiple projects and workstreams, fostering a culture of accountability, collaboration, and customer-centric delivery.
• Performance Management: Drive team excellence through coaching, mentoring, and capability development initiatives to enhance individual and collective performance.
• Resource Optimization: Ensure efficient allocation and utilization of delivery resources to maximize productivity and project success.

Stakeholder Engagement & Communication

Effective communication and relationship management are critical to this role, including:

• Primary Contact Role: Serve as the primary liaison between the organization and key stakeholders, including clients, vendors, and internal leadership.
• Governance & Reporting: Conduct steering committee meetings, governance reviews, and executive briefings to provide transparent updates on project status, risks, and milestones.
• Relationship Building: Cultivate and maintain strong customer relationships to ensure high levels of satisfaction and long-term engagement.
• Issue Escalation: Proactively manage escalations and drive timely resolution of critical issues to minimize disruptions and maintain project momentum.

Governance, Risk & Quality Assurance

The role requires a strong focus on governance, risk management, and quality assurance, including:

• PMO Standards Compliance: Implement and enforce project governance structures, delivery controls, and reporting mechanisms in alignment with organizational PMO standards and methodologies.
• Risk Management: Identify, assess, and mitigate project risks to safeguard project objectives and ensure business continuity.
• Quality Assurance: Establish and maintain rigorous quality assurance processes to uphold service excellence and compliance with contractual obligations.
• Continuous Improvement: Conduct post-project reviews and lessons learned sessions to drive continuous improvement and enhance future project delivery.

Qualifications & Experience

To excel in this role, candidates must meet the following criteria:

• Professional Experience: Minimum of 8+ years of hands-on Project Management experience within IT services organizations, with a proven track record in delivering Cloud Infrastructure, Enterprise Applications, Digital Transformation, and Managed Services engagements.
• Government & Giga Project Expertise: Demonstrated experience in managing large-scale projects for government entities, public sector organizations, or Giga Projects, with a focus on compliance, governance, and strategic delivery.
• Financial Acumen: Strong background in managing high-value project portfolios, including budget responsibility, revenue tracking, and profitability management.
• Leadership Skills: Proven ability to lead and develop large cross-functional teams, fostering a culture of accountability, collaboration, and customer-focused delivery.
• Communication & Stakeholder Management: Exceptional interpersonal and communication skills, with the ability to engage effectively with stakeholders at all levels, from technical teams to executive leadership.
• Certifications & Education: A Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field is required. Professional certifications such as PMP, PRINCE2, or ITIL are highly desirable.
