Position Overview
We are seeking a dynamic and experienced Enforcement Procedures Team Leader to oversee and drive the execution of enforcement-related operations in alignment with Saudi Central Bank (SAMA) regulations and internal policies. This leadership role is pivotal in ensuring compliance, operational efficiency, and continuous improvement within the enforcement procedures framework. The ideal candidate will possess a strong background in banking operations, a deep understanding of SAMA directives, and the ability to lead a high-performing team while maintaining rigorous adherence to regulatory standards.
Key Responsibilities
The Enforcement Procedures Team Leader will play a critical role in implementing and monitoring departmental policies, processes, and procedures to ensure seamless execution of SAMA Execution Orders, Instructions, and Inquiries. The responsibilities include:
- Policy and Procedure Implementation: Develop, communicate, and enforce approved departmental policies, processes, and procedures. Monitor team adherence to ensure all operations are conducted in a controlled and compliant manner, in strict accordance with SAMA Execution Orders, Instructions, and Inquiries.
- Day-to-Day Operations Management: Oversee the execution of daily operational tasks assigned to the team, ensuring full compliance with established standards, SAMA Circulars, regulations, and internal procedures.
- Execution Orders and Instructions: Lead the implementation of enforcement actions, including processing payments as per SAMA orders, establishing monthly collection garnishments, and managing correspondence such as SAMA letters.
- Compliance and Control Monitoring: Ensure strict adherence to operational procedures and policies. Conduct regular reviews of operational activities to verify compliance with SAMA requirements and internal controls. Assess procedural deviations, implement corrective actions, and recommend enhancements to strengthen operational governance. Monitor the implementation of new or revised procedures and prepare compliance reports for senior management review.
- Team Leadership and Development: Provide guidance, support, and mentorship to team members, fostering a culture of accountability, efficiency, and continuous improvement. Conduct performance reviews and take corrective actions as necessary to align team goals with organizational objectives.
- Continuous Improvement Initiatives: Identify and drive opportunities for process optimization, cost reduction, and productivity enhancement in alignment with SAMA directives and industry best practices. Contribute to projects related to SAMA Execution Orders, Instructions, and Inquiries, whether initiated by SAMA or the Bank.
- Safety, Quality, and Environmental Compliance: Uphold all relevant safety, quality, and environmental management policies, procedures, and controls to maintain a healthy, safe, and sustainable work environment.
- Additional Duties: Perform other related duties or assignments as directed by management to support the overall objectives of the department.
Qualifications and Experience
Minimum Requirements:
- A Bachelor’s degree in Business Administration, Finance, Accounting, or a related discipline from an accredited institution.
- Minimum of 4 to 6 years of relevant experience in banking operations, with a strong focus on enforcement procedures, compliance, or regulatory operations.
- Fluency in English at an intermediate level, with the ability to communicate effectively in a professional setting.
Technical and Functional Skills:
- In-depth knowledge of banking operations processing systems, particularly in the area of enforcement procedures.
- Comprehensive understanding of SAMA regulations and other applicable legal and regulatory frameworks.
- Intermediate proficiency in Riyad Bank’s main processing systems and SARIE Payments, along with other payment products.
