Project Engineer, Rail Systems (Saudi)

Position Overview

We are currently seeking a highly skilled and experienced Project Engineer – Rail Systems (Signaling Engineer) to join our dynamic team in Saudi Arabia. This role is pivotal in supporting the delivery of cutting-edge rail infrastructure projects under a Project Management Consultancy (PMC) framework. The successful candidate will play a central role in overseeing the planning, coordination, review, and monitoring of rail systems and signaling activities, ensuring strict adherence to project requirements, technical standards, safety regulations, and schedule objectives. Ideal candidates will possess a minimum of three years of relevant experience in rail systems engineering, with a strong focus on signaling and integration across multidisciplinary rail disciplines.

Key Responsibilities

The Project Engineer – Rail Systems will be responsible for a wide range of critical tasks, including:

• Design and Implementation Oversight: Reviewing and monitoring the design, installation, testing, and commissioning of rail systems and signaling works to ensure alignment with project specifications and industry best practices.
• Contractor Performance Management: Supporting the PMC team in overseeing contractors’ performance, progress tracking, technical submittals, and compliance with contractual obligations to mitigate risks and ensure timely delivery.
• Multidisciplinary Coordination: Facilitating seamless interface activities between signaling systems and other rail disciplines, such as track, telecom, SCADA, power supply, rolling stock, and civil works, to ensure cohesive project execution.
• Technical Documentation Review: Evaluating method statements, inspection test plans, shop drawings, material submittals, and technical documentation to verify compliance with project standards and regulatory requirements.
• Project Progress Tracking: Monitoring project progress against approved schedules, identifying potential risks, delays, and technical issues, and proposing proactive solutions to maintain project momentum.
• Stakeholder Engagement: Participating in design reviews, technical meetings, site inspections, factory acceptance tests, site acceptance tests, and commissioning activities to ensure alignment with project goals and client expectations.
• Compliance and Safety Assurance: Ensuring that all signaling and rail systems works comply with applicable international standards, project specifications, safety requirements, and local regulations to uphold the highest levels of quality and safety.
• Issue Management: Supporting the management of project interfaces, change requests, non-conformance reports, and technical queries to resolve discrepancies and maintain project integrity.
• Reporting and Documentation: Preparing comprehensive technical reports, progress updates, meeting minutes, risk logs, and coordination records for review by the PMC team and client stakeholders.
• Quality Assurance and Control: Assisting in monitoring quality assurance and quality control processes related to rail systems and signaling works to ensure adherence to project standards and regulatory compliance.
• Health, Safety, and Environment (HSE) Collaboration: Working closely with HSE and quality teams to ensure safe, compliant, and sustainable project execution.
• Testing and Commissioning Support: Contributing to the planning and readiness reviews for testing and commissioning of rail systems and signaling packages to ensure seamless project handover.

Qualifications and Experience

To qualify for this role, candidates must meet the following criteria:

• Educational Background: A Bachelor’s degree in Electrical Engineering, Electronics Engineering, Railway Engineering, or a closely related discipline from a recognized institution.
• Professional Experience: Minimum of three years of hands-on experience in rail systems and/or signaling engineering, with a proven track record in PMC, supervision, design review, or project delivery for rail or metro projects.
• Technical Proficiency: Familiarity with advanced signaling systems such as CBTC, interlocking, ATP, ATS, axle counters, track circuits, and related rail control systems is highly desirable.
• System Integration Knowledge: A strong understanding of rail systems integration and multidisciplinary interfaces to ensure cohesive project execution.
• Testing and Commissioning Expertise: Experience with testing and commissioning processes for rail systems and signaling works, including readiness reviews and compliance verification.
• Regulatory Knowledge: Familiarity with international railway standards, codes, and safety practices to ensure project compliance and mitigate risks.
