Position Overview
We are seeking a highly skilled and experienced Utility Engineer to join our dynamic team. In this pivotal role, you will be responsible for overseeing and managing all utility-related aspects of our infrastructure projects, ensuring seamless integration, compliance, and efficiency. Key Responsibilities
- Project Analysis and Coordination: Review project documents, drawings, and specifications to identify utility-related requirements, constraints, and potential risks. Collaborate closely with design, civil, mechanical, and electrical teams to develop innovative solutions for utility routing, conflict resolution, and seamless integration within complex infrastructure projects.
- Technical Documentation and Submissions: Prepare comprehensive technical submissions, including Bill of Quantities (BOQ) breakdowns and design calculations, specifically tailored for tendering purposes. Ensure all documentation adheres to the highest standards of accuracy and completeness.
- Risk Assessment and Mitigation: Analyze project scope in detail to identify potential utility conflicts or challenges. Propose effective mitigation measures and assess their cost implications to ensure project viability and efficiency.
- Regulatory Compliance and Approvals: Liaise with local authorities and utility providers to verify existing infrastructure and obtain necessary approvals for proposed utility layouts. Ensure full compliance with international and local standards for utility installation, safety, and environmental considerations.
- Bid Preparation and Evaluation: Support the preparation of bid documentation, including technical proposals, risk registers, and utility-related clarifications. Evaluate tenders and bids with a focus on technical and commercial aspects, ensuring alignment with project objectives.
- Technical Leadership: Provide expert technical guidance on utility design, construction sequencing, and integration for multi-disciplinary projects. Your insights will be instrumental in driving project success and maintaining high standards of engineering excellence.
Qualifications and Experience
- Educational Background: A Bachelor’s Degree in Civil Engineering, Mechanical Engineering, or a closely related field is required.
- Professional Experience: Minimum of 5 years of hands-on experience in utility engineering, with a strong preference for candidates who have worked on infrastructure projects such as municipal works, roads and bridges, railways, and oil & gas facilities.
- Technical Proficiency: Proven expertise in managing both Dry Utilities (water, drainage, electrical, telecom) and Wet Utilities (sewage, stormwater), as well as gas pipelines and other underground or above-ground utilities.
- Regulatory Knowledge: In-depth familiarity with local standards and regulations in the Kingdom of Saudi Arabia (KSA) pertaining to utilities, pipelines, and construction practices is essential.
- Tendering and Bid Management: Experience in tendering processes and bid preparation is highly desirable. This includes conducting technical and commercial evaluations of utility-related bids to ensure optimal project outcomes.
