About the Role
We are seeking a seasoned and visionary Technical Project Engineering Manager to lead the engineering and technical coordination efforts for a landmark high-rise mixed-use development in Saudi Arabia. This pivotal role demands a strategic leader with a proven track record in delivering complex, multidisciplinary projects—including high-rise towers, luxury residential buildings, and five-star hotels—while ensuring technical excellence, regulatory compliance, and operational efficiency. You will oversee a dynamic team of engineers, coordinate across multiple disciplines, and drive the project toward successful completion through meticulous planning, rigorous quality control, and proactive problem-solving.
Key Responsibilities
- Leadership and Team Management: Provide strong technical and managerial leadership to a multidisciplinary engineering team, fostering collaboration, accountability, and high performance across all project phases.
- Multidisciplinary Coordination: Serve as the central point of coordination between structural, architectural, MEP (mechanical, electrical, plumbing), façade, interior fit-out, infrastructure, and specialist systems to ensure seamless integration and alignment of all technical disciplines.
- Technical Review and Quality Assurance: Oversee the review and coordination of Issued for Construction (IFC) drawings, design packages, BIM models, shop drawings, technical calculations, method statements, and construction details. Identify and resolve design discrepancies, clashes, constructability challenges, and technical interfaces prior to execution.
- Submittal and Approval Management: Manage the preparation, submission, review, and approval of shop drawings and technical submittals, ensuring timely compliance with project timelines and regulatory standards. Track and monitor all engineering logs, including E1 (shop drawing) and E2 (material) logs, RFIs, design change logs, and authority approval trackers.
- Material and Procurement Oversight: Develop and maintain the Material Submittal and Procurement Tracking Schedule to ensure materials are approved, sourced, and delivered in alignment with the project schedule. Oversee material submittals, technical specifications, compliance documentation, samples, and mock-ups to uphold quality and regulatory standards.
- Regulatory and Compliance Leadership: Ensure full compliance with Saudi Building Code requirements, municipality regulations, Civil Defense standards, fire and life safety (FLS) mandates, and all relevant authority specifications. Lead FLS coordination efforts, including fire alarm systems, firefighting, smoke management, emergency systems, and evacuation protocols.
- BIM and Digital Coordination: Champion BIM-based coordination processes, including clash detection, model reviews, combined services drawings, builders’ work drawings, and coordination workshops to enhance efficiency and reduce rework.
- Value Engineering and Optimization: Drive value engineering initiatives, design optimization, and cost-effective technical solutions while maintaining uncompromised quality, performance, and safety standards.
- Stakeholder Engagement: Act as a liaison between the client, consultants, designers, subcontractors, suppliers, procurement, construction, and project management teams to ensure alignment, resolve technical issues, and facilitate smooth project execution.
- Technical Support and Implementation: Provide expert technical guidance to site teams, ensuring that approved drawings, materials, and specifications are correctly implemented in the field. Address on-site technical challenges with precision and efficiency.
- Reporting and Performance Monitoring: Prepare comprehensive technical reports, engineering dashboards, recovery plans, look-ahead schedules, and executive presentations to inform senior management and drive data-driven decision-making. Monitor engineering KPIs, submission schedules, approval cycles, response times, and team productivity to maintain project momentum.
Required Qualifications and Experience
To excel in this role, you must possess the following qualifications and experience:
- Education: Bachelor’s degree in Civil Engineering, Architectural Engineering, Mechanical Engineering, Electrical Engineering, or a closely related discipline from a recognized institution.
- Professional Experience: Minimum of 15–20 years of progressive experience in engineering and project management, with at least 10 years in a managerial capacity, preferably within the construction and development sector in Saudi Arabia or the GCC.
- Project Expertise: Demonstrated success in delivering high-rise towers, mixed-use developments, luxury residential buildings, and five-star hotels, with a strong understanding of multidisciplinary coordination and technical integration.
- Technical Proficiency: In-depth knowledge of structural, architectural, MEP, façade, interior fit-out, and infrastructure systems, along with expertise in BIM coordination, shop drawing production, and clash detection methodologies.
- Regulatory Knowledge: Comprehensive understanding of Saudi Arabian construction regulations, including the Saudi Building Code, municipality requirements, Civil Defense standards, and fire and life safety protocols.
- Procurement and Material Management: Extensive experience in managing material submittals, technical specifications, compliance documentation, samples, mock-ups, and procurement tracking to ensure timely and cost-effective project execution.
- Leadership and Communication: Exceptional leadership skills with the ability to manage and motivate technical teams, communicate complex technical concepts clearly, and foster collaborative relationships with stakeholders at all levels.
- Problem-Solving and Adaptability: Proven ability to identify technical challenges, develop innovative solutions, and adapt to evolving project requirements while maintaining high standards of quality and safety.
