Position Overview

Parsons, a global leader in engineering, construction, and technical services, is seeking a highly experienced and strategic Construction Director to lead the Project Management Office (PMO) in Riyadh. This pivotal role is responsible for overseeing the planning, execution, and delivery of complex construction projects while ensuring alignment with corporate objectives, industry standards, and regulatory compliance. Key Responsibilities

• Strategic Leadership: Provide visionary direction to the PMO, ensuring all construction projects are executed in accordance with established timelines, budgets, and quality standards. Develop and implement PMO frameworks, methodologies, and best practices to enhance project efficiency and accountability.
• Project Portfolio Management: Oversee a diverse portfolio of construction projects, from inception to completion, by coordinating with stakeholders, contractors, and internal teams. Monitor project performance through KPIs, risk assessments, and resource allocation to mitigate potential delays or cost overruns.
• Stakeholder Engagement: Act as the primary liaison between senior management, clients, regulatory bodies, and construction teams. Foster strong relationships to ensure transparent communication, alignment on project goals, and resolution of any operational or technical challenges.
• Compliance and Quality Assurance: Ensure all construction activities adhere to local and international safety regulations, environmental standards, and industry-specific requirements. Implement robust quality control measures to uphold Parsons’ reputation for excellence and client satisfaction.
• Team Development and Mentorship: Lead, mentor, and develop a high-performing PMO team by providing guidance, training, and professional growth opportunities. Encourage a culture of innovation, collaboration, and continuous improvement within the department.
• Financial Oversight: Collaborate with finance and procurement teams to manage project budgets, negotiate contracts, and optimize resource utilization. Ensure financial transparency and accountability throughout the project lifecycle.
• Technology and Innovation: Leverage cutting-edge project management tools, BIM (Building Information Modeling), and digital solutions to enhance project planning, execution, and reporting. Stay abreast of industry trends and emerging technologies to drive operational efficiency.

Qualifications and Experience

To excel in this role, candidates must meet the following criteria:

• Education: Bachelor’s degree in Civil Engineering, Construction Management, or a related field. A Master’s degree or professional certification (e.g., PMP, PRINCE2) is highly desirable.
• Experience: Minimum of 15 years of progressive experience in construction management, with at least 5 years in a senior leadership or PMO role. Prior experience in large-scale infrastructure, industrial, or commercial projects in the Middle East is preferred.
• Technical Skills: Proficiency in project management software (e.g., Primavera P6, MS Project), BIM tools, and ERP systems. Strong understanding of construction methodologies, safety protocols, and regulatory frameworks.
• Leadership and Soft Skills: Exceptional communication, negotiation, and problem-solving abilities. Demonstrated capacity to lead multidisciplinary teams, manage conflicts, and drive organizational change.
• Language Proficiency: Fluency in English is mandatory; proficiency in Arabic is a plus.
