Role Overview
As a Fraud Prevention & Detection Senior Officer, you will play a critical role in safeguarding HALA’s operations and customers by executing frontline fraud prevention measures, leading detection monitoring initiatives, and conducting thorough fraud investigations. You will serve as a subject matter expert within the fraud prevention unit, ensuring robust protection against fraudulent activities while maintaining compliance with regulatory standards. This role demands a proactive approach, analytical rigor, and the ability to respond swiftly to emerging threats in a fast-paced fintech environment.
Key Responsibilities
- 24/7 Fraud Monitoring & Escalation: Conduct continuous monitoring of fraud alerts, triaging and escalating high-severity cases immediately in accordance with CFFR 3.3.1 guidelines to mitigate potential risks.
- Real-Time Transaction Review: Perform transaction validation, exception analysis, and fraud risk identification to prevent fraudulent activities in real time, ensuring the integrity of financial operations.
- Fraud Investigations & Root Cause Analysis: Lead comprehensive fraud investigations, including evidence gathering, case documentation, and preparation of detailed investigation reports (CFFR 3.4.2–3.4.3). Conduct root cause analyses to identify systemic vulnerabilities and contribute to lessons-learned documentation (CFFR 3.4.4–3.4.5).
- Employee & Third-Party Screening: Execute fraud screening for new hires and third-party partners during onboarding (CFFR 3.2.2, 3.2.4) and monitor high-risk employee activities to flag anomalies for management review (CFFR 3.3.2).
- Fraud Awareness & Training: Develop and deliver internal fraud awareness training modules for staff (CFFR 3.2.5) and prepare external customer communication materials for fraud prevention campaigns (CFFR 3.2.6, 3.2.12).
- Product & Service Reviews: Assess the adequacy of fraud controls for new products and services prior to launch, ensuring compliance with regulatory requirements and mitigating potential risks.
- Whistleblowing Management: Maintain and escalate whistleblowing reports, ensuring proper documentation and routing in accordance with CFFR 3.3.3 standards.
- Case Management & Reporting: Update the fraud case management system, maintain the chain of custody for evidence (CFFR 3.4.3), and prepare daily, weekly, and monthly reports to identify trends and emerging fraud typologies.
- Corrective Actions & Coordination: Implement corrective measures, including customer notifications, account remediation, and coordination with law enforcement where necessary (CFFR 3.4.6).
- Threat Detection & Pattern Analysis: Proactively scrutinize flagged transactions for indicators of fraud and computer-based attack patterns to stay ahead of evolving threats.
Qualifications & Competencies
Education: Bachelor’s degree in Law, Finance, Business Administration, or an equivalent field. Alternatively, relevant professional experience may be considered in lieu of formal education.
Experience: Minimum of three to five years in a fraud prevention, detection, or investigation role, with a proven track record in financial services, fintech, or a related industry.
Skills & Knowledge:
- Technical Proficiency: Strong command of Microsoft Office Tools and familiarity with fraud detection systems.
- Languages: Fluency in English and Arabic, with the ability to communicate effectively in both written and verbal formats.
- Regulatory Knowledge: In-depth understanding of anti-fraud regulations and compliance frameworks.
