Position Overview

We are seeking a seasoned and strategic Head of Finance – KSA to lead, manage, and oversee all financial, regulatory, and compliance operations within the Kingdom of Saudi Arabia and support operations across the GCC region. This pivotal role demands a finance leader with deep expertise in Saudi financial regulations, including ZATCA compliance, labor laws, and statutory reporting requirements. The ideal candidate will serve as a trusted advisor to senior management, ensuring robust financial stewardship, accurate reporting, and full regulatory adherence while driving business growth and operational excellence.

Key Responsibilities

The Head of Finance – KSA will be responsible for the following core functions:

  • Banking, Treasury & Funding:
    • Manage and nurture banking relationships with leading Saudi and regional financial institutions.
    • Oversee loan facilities, credit lines, guarantees, and treasury operations to optimize liquidity and working capital.
    • Ensure efficient fund utilization and cash-flow management to support business continuity and growth.
  • Commercial & Business Partnership:
    • Collaborate closely with sales, projects, and operations teams to provide financial insights on pricing, costing, contract analysis, and profit optimization.
    • Implement and enforce robust credit control measures, overdue management, and revenue assurance processes.
    • Analyze project profitability and asset utilization to enhance operational efficiency and financial performance.
  • Financial Leadership & Strategy:
    • Develop and execute financial strategies aligned with the company’s long-term objectives in the KSA market.
    • Lead comprehensive budgeting, forecasting, cost control, and long-term financial planning initiatives.
    • Provide actionable financial insights and strategic recommendations to senior leadership to inform critical business decisions.
  • Regulatory Compliance (Saudi Laws):
    • Ensure full compliance with ZATCA regulations, including accurate and timely VAT, Zakat, and Withholding Tax filings.
    • Manage compliance with Saudi Labor Law and related government platforms, including Mudad (WPS), GOSI (social insurance), and Ministry of Commerce filings.
    • Maintain statutory books, oversee commercial registration renewals, and uphold corporate governance standards.
  • Financial Operations & Reporting:
    • Oversee day-to-day finance operations, including general ledger, accounts payable, accounts receivable, payroll, treasury, and cash-flow management.
    • Ensure the preparation of accurate monthly, quarterly, and annual financial statements in accordance with IFRS standards.
    • Develop and present Management Information System (MIS) reports, financial dashboards, and KPIs for management and board review.
  • Audit, Risk & Internal Controls:
    • Oversee internal and external audits to ensure clean audit outcomes and adherence to best practices.
    • Establish and maintain a robust internal control framework and risk management system.
    • Implement and enforce policies and Standard Operating Procedures (SOPs) to promote financial discipline and transparency.
  • Leadership & Team Development:
    • Build, lead, and mentor a high-performing finance team in the KSA, fostering a culture of excellence and compliance.
    • Provide strategic coaching to cultivate a strong compliance culture and financial discipline across the organization.

Qualifications & Experience

To qualify for this role, candidates must meet the following criteria:

  • Bachelor’s or Master’s degree in Finance, Accounting, or a related field.
  • Professional certification such as SOCPA, CA, CPA, CMA, or ACCA is highly preferred.
  • Minimum of 10–15 years of progressive finance experience, with at least 5 years of direct experience in the KSA or GCC region.
  • Proven track record in the heavy equipment, industrial services, construction, logistics, or similar industries.
  • In-depth knowledge of ZATCA, Qiwa, Mudad, GOSI, and Saudi regulatory frameworks.
  • Demonstrated experience leading finance teams and managing multi-stakeholder environments.

Key Skills & Competencies

The successful candidate will possess the following competencies:

  • Expertise in Saudi regulations and compliance requirements.
  • Strong financial planning and analytical capabilities.
  • Specialized knowledge of ZATCA tax regulations and reporting.
  • Proficiency in treasury and cash management strategies.
  • Experience with ERP systems such as SAP or Oracle.
  • Exceptional leadership and communication skills to influence stakeholders at all levels.
  • Robust governance and risk management acumen.
  • Arabic language proficiency is a plus.
  • Prior experience in multinational or regional corporate groups is advantageous.
  • Experience in establishing finance functions in the KSA or GCC is highly desirable.
