Position Overview

As a pivotal leader within Mawhiba’s digital transformation journey, the Director of Digital Solutions Development will spearhead the strategic planning, design, development, and continuous enhancement of innovative digital solutions, applications, and platforms. This role is instrumental in bridging the gap between business objectives and technological capabilities, ensuring the delivery of secure, scalable, and integrated digital solutions that align with Mawhiba’s overarching IT and digital transformation strategy. Key Responsibilities

Strategic Digital Solutions Planning & Business Alignment

This role requires a strategic vision to develop and execute a comprehensive digital solutions roadmap that is fully aligned with Mawhiba’s IT and digital transformation objectives. The Director will collaborate closely with business units to identify evolving needs, prioritize digital initiatives, and translate these requirements into actionable technical solutions. Responsibilities include evaluating existing applications and platforms to uncover modernization opportunities, integrating disparate systems, and establishing robust performance metrics to assess the effectiveness, adoption, and impact of digital solutions. By fostering a culture of continuous improvement, the Director will ensure that digital initiatives remain responsive to both current and future business demands.

Solution Design & Development Leadership

The Director will lead the end-to-end design and development of enterprise-grade applications, digital platforms, and integrated solutions, adhering to stringent technical and architectural standards. This encompasses overseeing solution architecture, application integrations, API development, and technical requirements to guarantee scalability, reliability, security, and long-term maintainability. A critical aspect of this role involves ensuring seamless interoperability with internal systems, external platforms, and national digital services. The Director will work in close coordination with infrastructure, operations, cybersecurity, data management, and enterprise architecture teams to ensure seamless readiness and successful implementation of all digital solutions.

Digital Product Lifecycle Management & Quality Assurance

This position demands expertise in managing the full lifecycle of digital products and solutions, from initial requirements analysis and design through development, rigorous testing, launch, and ongoing optimization. The Director will lead digital delivery initiatives using agile methodologies, ensuring that all projects are executed within defined scope, timeline, budget, and quality benchmarks. Responsibilities include overseeing user experience and interface design, quality assurance processes, application testing, release readiness assessments, and post-launch performance monitoring. By leveraging usage analytics, beneficiary feedback, and solution performance data, the Director will identify opportunities for enhancement, drive digital adoption, and ensure that all solutions meet the highest standards of usability and functionality. Comprehensive documentation of solution architecture, integrations, technical requirements, testing outcomes, and application support procedures will also be a key focus.

Vendor Governance & Innovation Management

The Director will oversee technology vendors and delivery partners, ensuring adherence to contractual obligations, service level agreements, and performance benchmarks. This includes monitoring vendor performance, facilitating effective knowledge transfer to internal teams, and fostering collaborative relationships that drive value. Additionally, the role involves championing the adoption of emerging technologies—such as artificial intelligence, automation, and low-code solutions—where they deliver measurable business value and align with institutional priorities. The Director will also ensure strict compliance with digital governance frameworks, cybersecurity protocols, data protection regulations, and technical standards, while contributing to the preparation and monitoring of the department’s budget and technology requirements.

Leadership & Team Development

As a leader, the Director will inspire, develop, and empower the Digital Solutions Development team to achieve departmental and organizational goals. This includes setting clear individual and team objectives, providing continuous performance feedback, and fostering a culture of innovation, accountability, and continuous improvement. The Director will monitor delivery progress, manage risks and priorities, and deliver regular reports to the General Manager of Information Technology & Digital Solutions. Collaboration with internal stakeholders and external partners will be essential to ensure alignment and the successful execution of digital initiatives that drive Mawhiba’s mission forward.

Qualifications & Experience

• Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Information Technology, Computer Engineering, or a closely related field.
• Minimum of 10 years of progressive experience in digital solutions development, software engineering, or a related technical discipline, with at least 5 years in a leadership or managerial capacity.
• Proven track record in leading digital transformation initiatives, enterprise application development, and platform integrations.
• Strong expertise in solution architecture, API development, and digital product lifecycle management.
• Familiarity with agile methodologies, quality assurance processes, and performance optimization strategies.
• Excellent stakeholder management skills, with the ability to collaborate effectively across business and technical teams.
• Deep understanding of cybersecurity best practices, data governance, and compliance requirements.
• Demonstrated ability to drive innovation, manage vendors, and deliver high-impact digital solutions within budget and timeline constraints.
