Position Overview

Key Responsibilities

The Purchasing Management Officer will play a critical role in shaping our procurement strategies and ensuring seamless execution. Your core responsibilities will include:

• Procurement and Sourcing: Lead the end-to-end procurement process, including identifying suppliers, negotiating contracts, and managing purchase orders to ensure timely delivery of high-quality materials and services.
• Cost and Budget Management: Develop and implement cost-saving initiatives while maintaining strict adherence to allocated budgets. Monitor spending trends, analyze cost variances, and provide actionable insights to senior management to support informed decision-making.
• Data Analysis and Reporting: Utilize advanced data analysis skills to evaluate procurement performance, track key metrics such as cost management, localization efficiency, and supplier performance. Generate comprehensive reports to highlight opportunities for improvement and strategic recommendations.
• Supplier and Partner Development: Establish and nurture long-term relationships with key suppliers and partners. Collaborate with cross-functional teams to develop and execute partner-level-up plans, including training programs to enhance supplier capabilities and alignment with organizational goals.
• Localization and Development Management: Oversee the localization schedule for product development, ensuring alignment with project timelines and budget constraints. Manage drawing and engineering order (EO) distribution processes to streamline workflows and minimize delays.
• Policy and Compliance Oversight: Develop, implement, and enforce procurement policies and procedures in accordance with industry standards and regulatory requirements. Ensure compliance with LCPGA (Local Content Policy and Guidelines Act) and other relevant frameworks to mitigate risks and maintain operational integrity.

Qualifications and Experience

To excel in this role, you will bring the following qualifications and experience:

• Education: Minimum of a bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field. Advanced degrees or professional certifications (e.g., CPSM, CSCP) are a plus.
• Industry Experience: A minimum of 2 to 3 years of hands-on experience in the automotive industry, with a deep understanding of procurement processes, cost management, and part development. Familiarity with automotive supply chain dynamics and supplier ecosystems is highly desirable.
• Technical Skills: Proficiency in procurement software, ERP systems, and data analysis tools (e.g., Excel, Power BI, SAP). Strong analytical abilities to interpret financial data, market trends, and procurement metrics.
• Soft Skills: Excellent communication and negotiation skills, with the ability to collaborate effectively across departments. Strong project management capabilities, attention to detail, and a proactive approach to problem-solving.
• Language Proficiency: Fluency in English is required; additional language skills may be advantageous depending on the scope of operations.
