Position Overview
The Finance Operations Manager plays a pivotal role in ensuring the financial health and operational efficiency of the organization by overseeing all transactional finance functions. This position serves as the backbone of the finance department, bridging the gap between day-to-day financial activities and long-term strategic financial planning. The ideal candidate will possess a strong blend of technical expertise, leadership acumen, and regulatory knowledge to drive accuracy, compliance, and process optimization across accounts payable, accounts receivable, treasury, payroll interfaces, and financial reporting. By maintaining robust internal controls and fostering collaboration with cross-functional teams, the Finance Operations Manager will enable the organization to achieve its financial objectives while adhering to Saudi regulatory frameworks.
Key Responsibilities
Financial Operations Management
This role is responsible for the comprehensive oversight of the organization’s financial operations, including:
- Leading end-to-end finance operations such as accounts payable (AP), accounts receivable (AR), general ledger (GL), treasury, and reconciliations;
- Ensuring the timely and accurate execution of monthly, quarterly, and annual financial closing processes;
- Monitoring cash flow dynamics, maintaining strong banking relationships, and optimizing working capital management;
- Reviewing and approving journal entries, accruals, and month-end adjustments to ensure financial integrity;
- Providing strategic financial insights to support executive decision-making.
Compliance & Internal Controls
The Finance Operations Manager ensures full compliance with Saudi regulatory requirements and international accounting standards by:
- Overseeing adherence to Zakat, Value-Added Tax (VAT) regulations as per ZATCA guidelines, Wage Protection System (WPS), and General Organization for Social Insurance (GOSI) contributions;
- Establishing and maintaining a robust internal control framework aligned with company policies and best practices;
- Coordinating with external auditors, tax consultants, and government entities (e.g., ZATCA, GOSI, Ministry of Human Resources) to facilitate statutory audits and regulatory inspections;
- Ensuring compliance with International Financial Reporting Standards (IFRS) and local Saudi accounting standards.
Financial Reporting & Strategic Analysis
This position is instrumental in delivering high-quality financial reporting and analytical support, including:
- Preparing and presenting accurate financial reports, executive dashboards, and variance analyses to senior management;
- Supporting budgeting, forecasting, and financial planning cycles across the organization’s diverse entities, including Facilities Management, Construction, Engineering, Technology, Manufacturing, and Oil & Gas Services;
- Conducting detailed cost analysis and profitability assessments at the project, entity, and business line levels to inform strategic decisions;
- Collaborating with business units to align financial performance with operational objectives.
Process Improvement & Technology Leadership
The Finance Operations Manager drives continuous improvement and digital transformation within the finance function by:
- Leading initiatives to automate and standardize finance processes across all subsidiaries, reducing manual effort and enhancing efficiency;
- Overseeing the implementation and optimization of the ERP system (e.g., Oracle Fusion) to ensure data integrity, system performance, and seamless integration;
- Identifying and implementing process innovations to shorten closing cycles and improve financial reporting accuracy;
- Championing best practices in financial systems and tools to enhance team productivity and decision support.
Team Leadership & Stakeholder Engagement
This role involves leading, developing, and managing a high-performing finance operations team, including AP/AR specialists, treasury professionals, and accountants. Responsibilities include:
- Setting clear performance expectations, KPIs, and conducting regular performance reviews for direct reports;
- Fostering a culture of accountability, collaboration, and continuous learning within the finance team;
- Serving as a trusted financial advisor to cross-functional teams, including HR, Procurement, and Business Development/Bidding teams, on matters related to workforce costs, project budgets, and contract financial terms;
- Building and maintaining strong relationships with external stakeholders, including banks, auditors, tax advisors, and government agencies.
Qualifications & Experience
To excel in this role, candidates must meet the following criteria:
- Hold a Bachelor’s degree in Finance, Accounting, or a related field; a Master’s degree (MBA), or professional certifications such as CPA, CMA, or ACCA are highly desirable;
- Possess 8–12 years of progressive finance experience, with a minimum of 3–5 years in a managerial or leadership capacity;
- Demonstrate prior experience in a multi-entity organizational structure, preferably within Facilities Management, Construction, Engineering, or Oil & Gas sectors;
- Exhibit in-depth knowledge of Saudi financial regulations, including Zakat, VAT (ZATCA), WPS, GOSI, and relevant provisions of the Saudi Labor Law;
- Possess hands-on proficiency in Oracle Fusion or equivalent ERP systems, with a strong aptitude for financial systems administration;
- Showcase advanced Excel skills and experience with financial modeling, reporting tools, and data visualization platforms.
