Role Overview

The EPC Director will play a pivotal role in leading the full lifecycle procurement of Engineering, Procurement, and Construction (EPC) contracts for DataVolt’s expanding data center portfolio. This senior leadership position is responsible for developing and executing procurement strategies, engaging with contractors, and overseeing the entire tender process—from initial market engagement to final contract award. The role demands a strategic mindset, exceptional commercial acumen, and the ability to navigate complex procurement landscapes across multiple geographies. The EPC Director will collaborate closely with cross-functional teams, including Legal, Finance, Engineering, and Delivery, to ensure that contracts are structured to mitigate risks, optimize value, and align with corporate objectives.

Key Responsibilities

The EPC Director will oversee a comprehensive range of procurement activities, including:

  • EPC Procurement Strategy: Develop and implement project-specific procurement strategies, contracting models, and tender routes tailored to the unique requirements of large-scale data center projects.
  • Contractor Ecosystem Management: Build and sustain a robust network of qualified EPC contractors, identifying partners that are technically proficient, financially stable, and commercially competitive across key markets such as KSA, MENA, and CIS.
  • Tender Process Leadership: Oversee the development of Requests for Information (RFIs), Expressions of Interest (EOIs), prequalification packages, Requests for Proposals (RFPs), and supporting documentation, including evaluation methodologies, clarification logs, and commercial templates.
  • Commercial Evaluation & Negotiation: Lead rigorous commercial evaluations, risk assessments, and normalization processes to ensure fair and competitive tender comparisons. Develop negotiation strategies and provide executive recommendations for contract awards.
  • Contract Governance & Compliance: Collaborate with Legal, Finance, and Engineering teams to structure and approve EPC contracts, early works agreements, amendments, variation orders, guarantees, and risk allocations. Ensure compliance with procurement governance frameworks, Delegation of Authority (DoA), and audit requirements.
  • Cost Benchmarking & Market Intelligence: Establish and maintain EPC cost benchmarks, contractor price comparisons, and market rate references to inform project budgeting, RFP evaluations, and executive decision-making.
  • Audit Readiness & Risk Management: Develop auditable procurement files, evaluation traceability records, and management responses to audit observations. Address commercial claims, entitlement reviews, and performance issues in coordination with Legal and Delivery teams.
  • Stakeholder Engagement & Reporting: Provide strategic guidance to senior leadership on EPC procurement status, risks, tender outcomes, and contract award recommendations. Ensure alignment between procurement objectives and broader business goals.

Experience & Qualifications

To excel in this role, candidates must possess the following:

  • Proven Expertise: A minimum of 20 years of experience in EPC procurement, commercial management, contracts, construction procurement, or major project procurement, with a strong focus on data centers, power plants, utilities, industrial projects, or similar mission-critical facilities.
  • Tender Leadership: Demonstrated success in leading competitive tenders, commercial evaluations, negotiations, and award recommendations for high-value EPC contracts.
  • Contractual Proficiency: In-depth knowledge of EPC contract structures, including early works agreements, amendments, variations, claims, liquidated damages, parent company guarantees, bonds, insurances, and risk allocation mechanisms.
  • Cross-Functional Collaboration: Experience working closely with Legal, Finance, Engineering, Delivery, lenders, sponsors, consultants, and executive leadership to drive procurement excellence.
  • Governance & Compliance: Strong understanding of procurement governance frameworks, Delegation of Authority (DoA), auditability standards, and tender documentation best practices.
  • Multitasking & Prioritization: Exceptional ability to manage multiple live projects, contractors, negotiations, and executive priorities simultaneously while maintaining a high standard of accuracy and accountability.
