Position Overview

We are partnering with a leading healthcare and hospital network organization in the Middle East, currently undergoing significant expansion. In this pivotal role, the IT PMO - Non-Medical will serve as a strategic leader within the Information Technology department, reporting directly to the Chief Information Officer (CIO). This position is instrumental in driving the successful execution of IT projects that support critical non-medical hospital functions, ensuring alignment with organizational objectives, budgetary constraints, timelines, and quality benchmarks.

Key Responsibilities

The IT PMO - Non-Medical will oversee the end-to-end management of IT projects related to hospital support functions, including but not limited to Finance, Human Resources, Supply Chain, Procurement, Facilities, Biomedical, and Maintenance. Core responsibilities include:

  • Project Leadership: Lead and manage IT projects from initiation to closure, ensuring adherence to PMO governance frameworks and established methodologies.
  • Cross-Functional Collaboration: Work closely with various support departments—such as Finance, HR, Supply Chain, Procurement, Facilities, Biomedical, and Maintenance—to align IT initiatives with business needs and strategic goals.
  • Governance and Compliance: Ensure all projects comply with PMO standards, regulatory requirements, and organizational policies while maintaining transparency and accountability.
  • Planning and Execution: Develop comprehensive project plans, including detailed schedules, budgets, and performance dashboards to track progress and resource allocation.
  • Risk Management: Proactively identify potential risks, assess their impact, and implement robust mitigation strategies to minimize disruptions.
  • Stakeholder Communication: Prepare and present regular reports and updates to IT leadership, ensuring clear and concise communication of project statuses, challenges, and milestones.
  • Vendor and Team Coordination: Facilitate seamless collaboration between business teams, IT teams, and external vendors to ensure project deliverables meet expectations.
  • Change Management Support: Provide guidance during deployment, training, and change management phases to ensure smooth transitions and user adoption.
  • Strategic Alignment: Ensure all projects are in harmony with the organization’s broader digital transformation initiatives, driving innovation and operational efficiency.

Candidate Profile

To excel in this role, candidates must possess a blend of technical expertise, project management acumen, and deep familiarity with the healthcare sector. The ideal candidate will meet the following criteria:

Education and Certifications

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, Engineering, or a related field.
  • Professional certifications such as PMP, PRINCE2, or PMI are highly advantageous and demonstrate a commitment to excellence in project management.

Professional Experience

  • Minimum of 7 to 10 years of progressive experience in IT project management, with a proven track record of delivering complex projects on time and within budget.
  • Hands-on experience within a hospital or healthcare group is mandatory, providing a deep understanding of the unique challenges and requirements of the healthcare environment.
  • Extensive experience in managing projects related to hospital support functions, including Finance, Human Resources, Supply Chain, Procurement, Facilities, Maintenance, and Biomedical.
  • Familiarity with Hospital ERP systems and their integration into healthcare operations.

Technical and Functional Skills

  • Project Portfolio Management: Ability to oversee multiple projects simultaneously, prioritize resources, and ensure alignment with strategic goals.
  • Methodology Expertise: Proficiency in both Agile and Waterfall methodologies, with the flexibility to adapt to different project frameworks.
  • PMO Tools: Experience with industry-standard PMO tools to streamline project tracking, reporting, and resource management.
  • ERP Systems: Strong knowledge of ERP systems, particularly InterSystems TrackCare and SAP S/4HANA, and their application in hospital operations.
  • Healthcare IT Systems: In-depth understanding of Hospital Information Systems (HIS) and their role in enhancing healthcare delivery and operational efficiency.
