About the Role
We are seeking a seasoned and dynamic Technical Engineering Manager to lead the engineering and technical coordination efforts for a landmark high-rise mixed-use development in Saudi Arabia. This pivotal role requires a seasoned professional with a proven track record in delivering complex, large-scale projects, including high-rise towers, mixed-use developments, luxury residential buildings, and five-star hotels. The successful candidate will oversee a multidisciplinary engineering team, ensuring seamless coordination across all technical disciplines while maintaining strict adherence to regulatory standards and project timelines.
Key Responsibilities
The Technical Engineering Manager will be responsible for the following core functions:
- Technical Leadership: Lead and manage a high-performing engineering team, providing strategic direction, mentorship, and performance oversight to ensure the successful delivery of all technical aspects of the project.
- Multidisciplinary Coordination: Facilitate seamless collaboration between structural, architectural, MEP (Mechanical, Electrical, and Plumbing), façade, interior fit-out, infrastructure, and specialist systems to resolve design discrepancies, clashes, and constructability challenges.
- Documentation and Approvals: Review, coordinate, and approve IFC (Issued for Construction) drawings, design packages, BIM models, shop drawings, technical calculations, method statements, and construction details. Ensure timely submission and approval of shop drawings and technical submittals in alignment with project schedules.
- Material and Procurement Management: Oversee the preparation, review, and approval of material submittals, technical specifications, samples, mock-ups, and compliance documentation. Develop and monitor the Material Submittal and Procurement Tracking Schedule to ensure materials are approved and delivered in accordance with project timelines.
- Log Management: Maintain and monitor the Engineering E1 Log for drawings and technical submissions, as well as the Material E2 Log for material approvals and procurement status. Track engineering KPIs, submission schedules, approval cycles, response times, and technical team productivity.
- Stakeholder Collaboration: Act as a liaison between the client, consultant, designers, subcontractors, suppliers, procurement team, construction team, and project management team to ensure alignment and resolve technical issues promptly.
- Regulatory Compliance: Ensure full compliance with Saudi Building Code requirements, municipality regulations, Civil Defense standards, fire and life safety (FLS) requirements, and other relevant authority standards. Lead FLS coordination, including fire alarm systems, firefighting, smoke management, emergency systems, and evacuation procedures.
- BIM and Digital Coordination: Drive BIM-based coordination, including clash detection, model reviews, combined services drawings, builders’ work drawings, and coordination workshops to enhance project efficiency and reduce risks.
- Value Engineering and Optimization: Support value engineering initiatives, design optimization, and alternative material proposals to deliver cost-effective technical solutions without compromising quality or performance.
- Technical Support and Implementation: Provide technical guidance to site teams, ensuring that approved drawings, materials, and specifications are implemented correctly on-site. Address technical queries and resolve field issues in a timely manner.
- Reporting and Performance Management: Prepare comprehensive technical reports, engineering dashboards, recovery plans, look-ahead schedules, and presentations for senior management. Allocate responsibilities, monitor performance, and manage the technical staff reporting directly to the position.
Required Qualifications and Experience
To excel in this role, candidates must meet the following criteria:
- Education: Bachelor’s degree in Civil Engineering, Architectural Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline from a recognized institution.
- Experience: Minimum of 15–20 years of progressive experience in engineering and project management, with at least 10 years in a managerial capacity. Proven track record in high-rise towers, mixed-use developments, five-star hotels, luxury residential buildings, and complex multidisciplinary projects.
- Technical Expertise: In-depth knowledge of structural, architectural, MEP, façade, interior fit-out, and infrastructure coordination. Strong understanding of Saudi Arabian regulatory frameworks, including the Saudi Building Code, municipality requirements, Civil Defense regulations, and fire and life safety standards.
- BIM and Digital Tools: Advanced proficiency in BIM coordination processes, shop drawing production, clash detection, and multidisciplinary model management using industry-standard software (e.g., Revit, Navisworks, AutoCAD).
- Log Management: Extensive experience in managing engineering logs, including E1 shop drawing logs, E2 material logs, RFIs (Request for Information), design change logs, and authority approval trackers.
- Leadership and Communication: Exceptional leadership skills with the ability to manage and motivate technical teams. Strong communication and interpersonal abilities to collaborate effectively with stakeholders at all levels.
- Problem-Solving: Demonstrated ability to identify technical challenges, propose innovative solutions, and drive projects to successful completion under tight deadlines.
